‘হামুন’ এখন প্রবল ঘূর্ণিঝড়, পায়রা ও চট্টগ্রামে ৭ নম্বর বিপদ সংকেত

নিজস্ব প্রতিনিধি : উত্তরপশ্চিম বঙ্গোপসাগর এলাকায় অবস্থানরত প্রবল ঘূর্ণিঝড় ‘হামুন’ উত্তরপূর্ব দিকে অগ্রসর হয়ে বর্তমানে একই এলাকায় অবস্থান করছে। এর প্রভাবে পায়রা ও চট্টগ্রাম সমুদ্রবন্দরকে ৪ নম্বর স্থানীড হুঁশিয়ারি সংকেত নামিয়ে তার পরিবর্তে ৭ নম্বর বিপদ সংকেত দেখানো হয়েছে। এছাড়া কক্সবাজার সমুদ্ববন্দরকে ৪ নম্বর স্থানীয় হুঁশিয়ারি সংকেত নামিয়ে তার পরিবর্তে ৬ নম্বর বিপদ সংকেত দেখানো হয়েছে। আর মোংলা সমুদ্রবন্দরকে ৪ নম্বর স্থানীয় হুঁশিয়ারি সংকেত নামিয়ে তার পরিবর্তে দেখানো হয়েছে ৫ নম্বর বিপদ সংকেত।

মঙ্গলবার সকাল ১০টায় আবহাওয়া অধিদপ্তরের ১০ নম্বর বিশেষ বিজ্ঞপ্তিতে এ তথ্য জানানো হয়। এতে বলা হয়, প্রবল ঘূর্ণিঝড় কেন্দ্রের ৬৪ কিলোমিটারের মধ্যে বাতাসের একটানা সর্বোচ্চ গতিবেগ ঘণ্টায় ৯০ কিলোমিটার যা দমকা অথবা ঝড়ো হাওয়া আকারে ১১০ কিলোমিটার পর্যন্ত বৃদ্ধি পাচ্ছে। প্রবল ঘূর্ণিঝড় কেন্দ্রের কাছে সাগর বিক্ষুব্ধ রয়েছে। এটি আরও উত্তর-উত্তরপূর্ব দিকে অগ্রসর হয়ে বুধবার সকাল থেকে
দুপুর নাগাদ ভোলার কাছ দিয়ে বরিশাল-চট্টগ্রাম উপকূল ঘূর্ণিঝড় হিসেবে অতিক্রম করতে পারে।

আবহাওয়ার অধিদপ্তরের সামুদ্রিক সতর্কবার্তায় আরও বলা হয়েছে, উপকূলীয় জেলা পটুয়াখালী, ভোলা, বরিশাল, পিরোজপুর, ঝালকাঠি, বরগুনা, চট্টগ্রাম, ফেনী, নোয়াখালী, লক্ষ্মীপুর, চাঁদপুর, ভোলা ও কাছাকাছি দ্বীপ ও চরগুলো ৭ নম্বর বিপদ সংকেতের আওতায় থাকবে। বুধবার দুপুরের মধ্যে উপকূল অতিক্রম করবে: প্রবল ঘূর্ণিঝড় ‘হামুন’ মঙ্গলবাল সকাল ৯টায় চট্টগ্রাম সমুদ্রবন্দর থেকে ৮৪৫ কিলোমিটার পশ্চিম-দক্ষিণপশ্চিমে, কক্সবাজার সমুদ্রবন্দর থেকে ৪১০ কিলোমিটার পশ্চিম-দক্ষিণপশ্চিমে, মোংলা সমুদ্রবন্দর থেকে ৩২৫ কিলোমিটার দক্ষিণপশ্চিমে এবং পায়রা সমুদ্রবন্দও থেকে ৩১০ কিলোমিটার দক্ষিণপশ্চিমে অবস্থান করছিল। এটি আরও উত্তর-উত্তরপূর্ব দিকে
অগ্রসর হয়ে বুধবার সকাল থেকে দুপুর নাগাদ ভোলার কাছ দিয়ে বরিশাল- চট্টগ্রাম উপকূল ঘূর্ণিঝড় হিসেবে অতিক্রম করতে পারে।

প্রবল ঘূর্ণিঝড় কেন্দ্রের ৬৪ কিলোমিটারের মধ্যে বাতাসের একটানা সর্বোচ্চ গতিবেগ ঘণ্টায় ৯০ কিলোমিটার যা দমকা অথবা ঝড়ো হাওয়া আকারে ১১০ কিলোমিটার পর্যন্ত বৃদ্ধি পাচ্ছে। প্রবল ঘূর্ণিঝড় কেন্দ্রের কাছে সাগর বিক্ষুব্ধ রয়েছে। জলোচ্ছ্বাসের আশঙ্কা: ‘হামুন’ এর প্রভাবে জলোচ্ছ্বাসের আশঙ্কা রয়েছে। আবহাওয়ার বিজ্ঞপ্তিতে বলা হয়, প্রবল এ ঘূর্ণিঝড়ের প্রভাবে উপকূলীয় জেলা চট্টগ্রাম, কক্সবাজার, নোয়াখালী, লক্ষ্মীপুর, ফেনী, চাঁদপুর, বরগুনা, পটুয়াখালী, ভোলা, বরিশাল, পিরোজপুর, ঝালকাঠি, বাগেরহাট, খুলনা, সাতক্ষীরা এবং কাছাকাছি দ্বীপ ও চরগুলোর নিম্নাঞ্চল স্বাভাবিক জোয়ারের চেয়ে ৩-৫ ফুটের বেশি উচ্চতার বায়ুতাড়িত জলোচ্ছ্বাসে প্লাবিত হতে পারে। অতি ভারী বর্ষণে হতে পারে ভূমিধস: বিজ্ঞপ্তিতে আরও বলা হয়েছে, প্রবল ঘূর্ণিঝড়টির প্রভাবে ঢাকা, খুলনা, বরিশাল, চট্টগ্রাম ও সিলেট বিভাগে ভারী (৪৪-৮৮ মিলিমিটার) থেকে অতি ভারী (১৮৯ মিলিমিটার) বর্ষণ হতে পারে। অতি ভারী বর্ষণের প্রভাবে কক্সবাজার, বান্দরবান, রাঙ্গামাটি, খাগড়াছড়ি ও চট্টগ্রামের পাহাড়ি অঞ্চলের কোথাও কোথাও ভূমিধস হতে পারে। এতে আরও বলা হয়, ঘূর্ণিঝড়টির অগ্রবর্তী অংশের প্রভাবে উত্তর বঙ্গোপসাগর ও আশেপাশের বাংলাদেশের উপকূলীয় এলাকায় দমকা বা ঝড়ো হাওয়াসহ ভারী (৪৪-৮৮১ মিলিমিটার) থেকে অতিভারী বর্ষণ অব্যাহত থাকতে পারে।

উত্তর বঙ্গোপসাগর ও গভীর সাগরে অবস্থানরত মাছ ধরার নৌকা ও ট্রলারগুলোকে পরবর্তী নির্দেশ না দেওয়া পর্যন্ত নিরাপদ আশ্রয়ে থাকতে বলা হয়েছে। ঘূর্ণিঝড় ‘হামুন’ পরিস্থিতি মোকাবেলায় নিয়োজিত উপকূলীয় রেডিও স্টেশনগুলো রেডিও স্টেশনগুলোর ২জন সার্বক্ষণিকসহ মোট ৫৭ জন সম্প্রচারকারী ও ২৯৮ জন স্বেচ্ছাসেবক দুর্যোগ মোকাবেলায় সরকারি আদেশ (এসওডি) অনুযায়ী নিয়মিতভাবে বাংলাদেশ বেতার সদর দপ্তর, সম্প্রচারভুক্ত এলাকার সকল উপজেলার কন্ট্রোল রুম, পানি উন্নয়ন বোর্ড কন্ট্রোল রুম, জেলা প্রশাসকের কন্ট্রোল রুম, ইউনিয়নসমূহের দুর্যোগ ব্যবস্থাপনা কমিটির সদস্য, রেড ক্রিসেন্ট সদস্য, স্কাউট, দুর্যোগ মোকাবেলা নিয়ে গঠিত কমিটি ও স্থানীয় জনগোষ্ঠীর সাথে যোগাযোগ রক্ষা কওে কাজ কওে পরিস্থিতি মোকাবেলার প্রস্তৃতি নিয়েছে।

রেডিওসমূহ তাদের নির্ধারিত অধিবেশনের বাইরে এসব সতর্কীকরণ বার্তা ও অনুষ্ঠান প্রচার করেছে। ঘূর্ণিঝড় পরিস্থিতি মোকাবেলায় নিয়োজিত রেডিও স্টেশনগুলো ছিলো- কমিউনিটি রেডিও লোকবেতার ৯৯.২ এফএম (বরগুনা), কমিউনিটি রেডিও নলতা ৯৯.২ এফএম (সাতক্ষীরা), কমিউনিটি রেডিও কৃষি ৯৮.৮ এফএম (বরগুনা), কমিউনিটি রেডিও সাগরগিরি ৯৯.২ এফএম (সীতাকু-, চট্টগ্রাম), অনলাইন রেডিও দ্বীপ (সন্দ্বীপ, চট্টগ্রাম), কমিউনিটি রেডিও নাফ ৯৯.২ এফএম (টেকনাফ, কক্সবাজার), কমিউনিটি রেডিও মেঘনা ৯৯.০এফএম (ভোলা), কমিউনিটি রেডিও সাগরদ্বীপ ৯৯.২ এফএম (হাতিয়া, নোয়াখালী) অনলাইন রেডিও ভৈরব (বাগেরহাট), কমিউনিটি রেডিও সৈকত, কক্সবাজার, কমিউনিটি রেডিও সুন্দরবন খুলনা।

Cyclone Hamoon: Danger signal 7 for Payra, Chattogram maritime ports

Severe cyclonic storm Hamoon may cross Barishal-Chattogram Coast near Bhola by Wednesday morning to noon as a cyclonic storm. Bangladesh Meteorological Department (BMD) has asked the maritime ports of Payra and Chattogram to hoist danger signal no seven. The BMD issued danger signal no six for Cox’s Bazar and five for Mongla. Met office in its latest bulletin number 11 said the coastal districts of Barishal, Patuakhali, Bhola, Barguna, Pirozpur, Jhalakathi, Chattogram, Feni, Noakhali, Laxmipur, Chandpur and other offshore islands and chars will come under danger signal number seven, reports BSS.

Under the peripheral effect of the severe cyclonic storm, heavy (44-88mm) to very heavy (up to 110 or above) rainfall with gusty or squally wind may continue over the north Bay and coastal areas of Bangladesh. All fishing boats and trawlers over the north Bay and deep sea have been advised to remain in shelter till further notice.

BNNRC has formed a Control Room like in previous years in Dhaka headed by Mr. Hiren Pandit (email: [email protected], [email protected], Cell: +88-01726311101) for monitoring the situation, exploring information and support, and share it among the Community Radio stations in different locations.

Bangladesh NGOs Network for Radio and Communication (BNNRC) maintains full-time contact and coordination with the coastal community radio stations. Eleven Community radio stations in the coastal belt, have started broadcasting as protection of Cyclone Hamoom may hit Bangladesh’s coast as the tropical storm has been forming in the southeast Bay of Bengal and adjoining areas.

Information is being provided to the community regarding preparedness for the most vulnerable group of people, crops, and assets. The stations broadcast information about Cyclone shelters and other disaster response facilities in the locality. All the community radio have been providing weather updates since noon 24 October 2023.

The stations are maintaining full-time liaison with the disaster monitoring cells and disaster
control room at District and Upazila levels, to get the latest update on the weather situation due
to the cyclone `Hamoon’. They are also keeping contact with Red Crescent members, Scouts,
and disaster volunteers at local levels. Besides, the members of Radio Listener Clubs are doing awareness-raising campaigns regarding preparedness within their community, neighbors, and relatives. Each Community radio station has deployed 2-3 expert broadcasters to be responsible for continuously communicating with Upazila and the District Disaster Management Committee.

With the Standing Orders on Disaster (SOD) of the Government of the People’s Republic of
Bangladesh, Community radio stations are broadcasting special bulletin updates from
Bangladesh Meteorological Department related to Cyclone `Hamoon’.  Radio broadcasting will
continue till the end of the emergency situation. The community radio stations have had active representation in information shared through radio broadcasting and mobile phones with the radio listeners club, representing their own locality. And broadcasting, News, and Public Service Announcements (PSA), with disaster-related issues.

99.2 (Tekhnaf, Cox’s Bazar) and Community Radio Sagargiri 99.2 ​   (​Sitakunda, Chittagong),
and Community Radio Saikat 99.0FM (Cox’s Bazar), Community Radio Sundarban 98.2 FM,
Internet Community Voirab at Bagerhat and Internet Community Radio at Sandwip, Chattogram.

The radio stations have their preparation to keep their stations on-air for 24 hours. Generators
and fuels are reserved for alternative power supply due to disruption in the notational power
