“স্বাস্থ্যখাতের সক্ষমতা বৃদ্ধি : বর্তমান অবস্থা, চ্যালেঞ্জ ও উত্তরণের উপায়” শীর্ষক সেমিনার

নিজস্ব প্রতিনিধি : স্বাস্থ্যখাতের সক্ষমতা বৃদ্ধির লক্ষ্যে বাংলাদেশ এনজিও’স নেটওয়ার্ক ফর রেডিও এন্ড কমিউনিকেশন (বিএনএনআরসি) এর উদ্যোগে ও দি এশিয়া ফাউন্ডেশনের সহায়তায় আজ ২৪ এপ্রিল ২০২২ অনুষ্ঠিত হলো “স্বাস্থ্যখাতের সক্ষমতা বৃদ্ধি : বর্তমান অবস্থা, চ্যালেঞ্জ ও উত্তরণের উপায়” শীর্ষক বহুমাত্রিক অংশীজনদের নিয়ে আয়োজিত সেমিনার।

মাইজদী কোর্ট, নোয়াখালীর বাংলাদেশ পরিবার পরিকল্পনা সমিতি’র (এফপিএবি) সভাকক্ষে আয়োজিত অর্ধ দিন ব্যাপী উক্ত সেমিনারে নাগরিক সমাজ সংস্থার প্রতিনিধি, সরকারী কর্মকর্তা, দুনীঁতি দমন কমিশনের প্রতিনিধি, সাংবাদিক-শিক্ষক, স্থানীয় জনগোষ্ঠীর প্রতিনিধি সহ মোট ৫০ জন উপস্থিত ছিলেন। সেমিনারের উদ্দেশ্য হলো স্বাস্থ্যখাতের সক্ষমতা আরো বৃদ্ধির জন্য বিভিন্ন পর্যায়ের অংশীজনদের অংশগ্রহণে স্বাস্থ্যখাতের বর্তমান অবস্থা, চ্যালেঞ্জ ও উত্তরণের উপায় নিয়ে আলোচনা করে স্বাস্থ্যসেবাকে কীভাবে আরো সহজলভ্য করা যায়, সে বিষয়গুলো তুলে ধরা।

সেমিনারের শুরুতে দি এশিয়া ফাউন্ডেশনের সাউথ এশিয়া গভর্নেন্স প্রোগ্রামের সিনিয়র প্রোগ্রাম অফিসার জনাব আসিনুর রহমান তাঁর শুভেচ্ছা বক্তব্যে বলেন যে, একটি সমন্বিত প্রক্রিয়ার মাধ্যমে আমাদের স্বাস্থ্য সেবার উন্নয়ন করা সম্ভব। তিনি সাউথ এশিয়া প্রোগ্রামের বিভিন্ন কার্যক্রম সম্পর্কে ধারণা দেন।

বিএনএনআরসি’র কর্মসূচি সমন্বয়করী জনাব হীরেন পণ্ডিত উদ্যোগ সম্পর্কে ধারণা দিয়ে তাঁর স্বাগত বক্তব্য পেশ করেন। সেমিনারের মূল প্রবন্ধ উপস্থাপন করেন জনাব ফয়জুল ইসলাম জাহান ; নোয়াখালী জেলা প্রতিনিধি, বাংলাদেশ টেলিভিশন ও বাংলানিউজ২৪ডটকম।। এরপর সম্মানিত আলোচকগণ মুক্ত আলোচনায় অংশগ্রহণ করে স্বাস্থ্য-সেবা বিষয়ে তাঁদের মূল্যবান মতামত ও পরামর্শ তুলে ধরেন। সঞ্চালক হিসেবে ভূমিকা পালন করেন নোয়াখালী আবৃত্তি একাডেমির প্রচার ও প্রকাশনা বিভাগের সম্পাদক জনাব হামিদা কবির শিপু।

নোয়াখালীর জেলা প্রশাসক ও জেলা ম্যাজিস্ট্রেট জনাব দেওয়ান মাহবুবুর রহমান উক্ত সেমিনারে সম্মানিত প্রধান অতিথি হিসেবে উপস্থিত ছিলেন। বিশেষ অতিথি ছিলেন – নোয়াখালী পৌরসভার মেয়র জনাব সহিদ উল্যাহ খান সোহেল; নোয়াখালীর সিভিল সার্জন-এর প্রতিনিধি জনাব ডা. নাইমা নুসরাত জাবীন মাসুম; এবং জনাব তানজির তারেক; সহকারী পরিচালক, পরিবেশ অধিদপ্তর, নোয়াখালী জেলা কার্যালয়।
সেমিনারের সম্মানিত প্রধান অতিথি জনাব দেওয়ান মাহবুবুর রহমান, জেলা প্রশাসক, নোয়াখালী তাঁর বক্তব্যে উল্লেখ করেন যে, সরকারস্বাস।থ্য ব্যবস্থার উন্নয়নের লক্ষ্যে নিরলস কাজ করছে। কোভিড-১৯ এর সময়ে সরকার সময়োচিত সিদ্ধান্ত নেয়ার কারণে অনেক সফলতা র্জন করা সম্বব হয়েছে। সেমিনারে সভাপতিত্ব করেন নোয়াখালীর চৌমুহনি সরকারি এসএ কলেজ এর সাবেক অধ্যক্ষ, অধ্যাপক মোঃ আবুল বাশার। তাঁর বক্তব্যে তিনি বলেন যে সকল আলোচনাগুলো নীতি নির্ধারকদের কাছে পৌঁছে দেয়া হবে। এতে করে সকল অংশীজন তাঁদের নিজ নিজ জায়গা থেকে কাজ করলে আমরা আমাদের কাঙ্ষি াত লক্ষ্যে পৌঁচানো সম্ভব হবে।

আশা করা হচ্ছে, উক্ত সেমিনারের বক্তব্য এবং মুক্ত আলোচনার ফলে উত্থাপিত বিষয় সমূহ সবার (বিশেষ করে সুবিধাবঞ্চিত প্রান্তিক জনগোষ্ঠীর) জন্য গুণগত ও মানসম্পন্ন স্বাস্থ্য-সেবা প্রদান নিশ্চিতকরণে সহায়ক ও কার্যকরী ভমিকা রাখতে সক্ষম হবে। উল্লেখ্য, বিএনএনআরসি একটি গণমাধ্যম উন্নয়ন বিষয়ক সংস্থা যা ২০০০ সালে আত্মপ্রকাশ করে এবং গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের প্রধানমন্ত্রীর কার্যালয়ের অধীন এনজিও বিষয়ক ব্যুরো থেকে নিবন্ধিত হয়। বিএনএনআরসির কর্মপ্রচেষ্টা হলো বাংলাদেশে গণমাধ্যমের দ্রুত পরিবর্তনশীল বাস্তবতার চ্যালেঞ্জ এবং সুযোগ-সুবিধাসমূহ বিবেচনায় রেখে গণমাধ্যমের জ্ঞানভিত্তিক ও চলমান ইস্যু উভয় বিষয় নিয়ে গণমাধ্যমের উন্নয়ন ।
বিএনএনআরসি নলেজ-ড্রাইভেন মিডিয়া ডেভেলপমেন্ট এর ভূমিকায় আঞ্চলিক, দেশীয় ও আন্তর্জাতিক পরিমন্ডলে কাজ করে থাকে। এটি জাতিসংঘের ওয়ার্ল্ড সামিট অন ইনফরমেশন সোসাইটি (ডব্লিউএসআইএস) ও জাতিসংঘের ইকোনোমিক এন্ড সোশ্যাল কাউন্সিল-এর বিশেষ পরামর্শক মর্যাদাপ্রাপ্ত সংস্থা এবং জাতিসংঘের ডব্লিউএসআইএস পুরস্কার- ২০১৬, ২০১৭, ২০১৯, ২০২০ এবং ২০২১ এর বিজয়ী এবং চ্যাম্পিয়ন।

Multi-stakeholders’ Seminar : Promoting Health Services for All: Present Situation, Challenges and Way Forward

Bangladesh NGOs Network for Radio and Communication (BNNRC) organized a Multi-stakeholders’ Seminar on “Promoting Health Services for All: Present Situation, Challenges and Way Forward” for an in-depth discussion on health-service issues to ensure quality health services for all with the support of The Asia Foundation on 24 April 2022 at the Conference Room of FPAB, Maijdee Court, Noakhali.

The purpose of the seminar was to discuss with multi-stakeholders about the current status of the health sector, challenges for getting quality health services, and ways to forward at different levels to enhance the capacity of the health sector and consider how to make healthcare more accessible and utilize the existing resources properly. Around 50 participants from CSOs, Government offices, representatives from the Anti-Corruption Commission, journalists, teachers, elected representatives, and the representatives of the Civil Society participated in the seminar.

At the beginning of the seminar, Ms. Hamida Kabir Shipu introduced the participants of the seminar and moderated the whole program.

Mr. Asinur Reza, Senior Program Officer (South Asia Governance Program) of The Asia Foundation conveyed his greetings to all the participants and said coordinated efforts are needed to improve the health situation. Promoting health governance is very important to ensure health services for all.

The Program Coordinator of BNNRC, Mr. Hiren Pandit delivered his welcome speech to the participants.

Mr. Faizul Islam Jahan, Noakhali District Correspondent at Bangladesh Television – presented the keynote addressing the seminar titled “Promoting Health Services for All: Present Situation, Challenges and Way Forward”. After the presentation of the keynote, the participants took part in a lively open discussion and provided their valuable opinions and suggestions on the health issues.

The Mayor of the Noakhali Municipality Mr. Md. Shohid Ullah Khan Shohel was present as the special guest and said we are working for promoting health services for all but we have some limitations we should work unitedly, As the special guest, Dr. Naima Nusrat Zabeen, Representative of Civil Surgeon, Noakhali mentioned the government initiatives to improve the health situation.

Mr. Tanjir Tarek, Assistant Director at the Department of Environment, Noakhali. Mentioned the importance of the disposal of medical waste and air pollution.

As the chief guest of the seminar Mr. Dewan Mahbubur Rahman, Deputy Commissioner & District Magistrate, Noakhali, pointed out to the government has been working relentlessly working for the improvement of the health situation and during the Covid-19 pandemic and has taken timely initiatives to save the lives of the community people.

Prof. Md. Abul Bashar, Former Principal at Chowmuhani Govt. SA College, Noakhali in his speech as the Chair of the Seminar said that the discussion provided us many information and all levels of stakeholders will take the necessary steps to improve the health situation of Noakhali.

It is hoped that the issues raised in the seminar and the open discussion will be able to play a helpful and effective role in ensuring the provision of quality healthcare to all, especially to the disadvantaged and marginalized people.
