নিজস্ব প্রতিনিধি : বাংলাদেশ ইন্টারনেট গভর্নেন্স ফোরাম (বিআইজিএফ) একটি বহমাত্রিক সংগঠন, যার লক্ষ্য জাতিসংঘ ইন্টারনেট গভর্নেন্স ফোরাম (ইউএন-আইজিএফ) এর সাথে মিল রেখে বাংলাদেশে ইন্টারনেটে এর ব্যবহার বিভিন্ন বিষয় নিয়ে কার্যক্রম বাস্তবায়ন করে।
.বাংলা (ডট-বাংলা) এর সর্বজনীন গ্রহণযোগ্যতা ও স্বীকৃতির ওপর ১৫ ফেব্রুয়ারি মঙ্গলবার ঢাকায় অনলাইনে বাংলাদেশ কনসালটেশন-এর আয়োজন করা হয় । বাংলাদেশ ইন্টারনেট গভর্নেন্স ফোরাম (BIGF) 2009 সালে মিশরে ৪র্থ ইউএনআইজিএফ থেকে ICANN টপ লেভেল ডোমেইন (TLD) এর সাথে নীতিবিষয়ক অ্যাডভোকেসি শুরু করে। এর ফলস্বরূপ, বাংলাদেশ এখন ডট-বাংলা ব্যবহার করছে-.বাংলা টপ লেভেল ডোমেন (TLD)।

মিঃ জিয়া-রং লো, ভাইস প্রেসিডেন্ট ফর স্টেকহোল্ডার এনগেজমেন্ট এবং ম্যানেজিং ডিরেক্টর, এশিয়া-প্যাসিফিক, মিঃ সারমাদ হুসেন, সিনিয়র ডিরেক্টর IDN এবং UA প্রোগ্রাম এবং ড. অজয় ডাটা, চেয়ার, ইউনিভার্সাল একসেপ্টেন্স স্টিয়ারিং গ্রুপ (UASG) সম্মানিত অতিথি হিসাবে বৈশ্বিক স্টিয়ারিং কমিটির সাথে বিষয়টি নিয়ে আলোচনার জন্য বাংলাদেশকে কিভাবে এগিয়ে যেতে হবে তা নিয়ে বিভিন্ন বিষয়ে আলোচনা ও পরামর্শ দেন। জনাব শ্যাম সুন্দর সিকদার, চেয়ারম্যান, বাংলাদেশ টেলিকমিউনিকেশন রেগুলেটরি কমিশন (বিটিআরসি), এবং ড. মোঃ রফিকুল মতিন, ব্যবস্থাপনা পরিচালক, বাংলাদেশ টেলিকমিউনিকেশন্স কোম্পানি লিমিটেড (বিটিসিএল) বিশেষ অতিথি হিসেবে এবং তাঁরা নিজ নিজ প্রতিষ্ঠানের পক্ষ থেকে বিষয়টির প্রযুক্তিগত দিকগুলো নিয়ে আলোচনা করেন ।

জনাব মোস্তাফা জব্বার, মাননীয় মন্ত্রী, ডাক ও টেলিযোগাযোগ বিভাগ, ডাক, টেলিযোগাযোগ ও তথ্যপ্রযুক্তি মন্ত্রণালয়, গণপ্রজাতন্ত্রী বাংলাদেশ সরকার প্রধান অতিথি হিসেবে আলোচনায় অংশগ্রহণ করেন। তিনি উল্লেখ করেন, মাননীয় প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বে এবং বাংলাদেশ টেলিকমিউনিকেশন রেগুলেটরি কমিশন (বিটিআরসি), বাংলাদেশ টেলিকমিউনিকেশন কোম্পানি লিমিটেড (বিটিসিএল) এবং ইন্টারনেট কর্পোরেশন ফর অ্যাসাইনড নেমস অ্যান্ড নম্বরের নেতৃত্বে যে অগ্রগতি সাধিত হয়েছে তা আরও জোরদার করার ওপর জোর দেন। (ICANN) বাংলায় টপ-লেভেল ডোমেন (TLD) এগিয়ে নেওয়ার জন্য। ডট বাংলা টপ লেভেল ডোমেন (টিএলডি) নিম্নলিখিত বিষয়গুলিতে সর্বজনীন গ্রহণযোগ্যতা প্রয়োজন; 1. সার্বজনীন গ্রহণযোগ্যতা (UA) একটি সত্যিকারের বহুভাষিক এবং ডিজিটালি অন্তর্ভুক্তিমূলক ইন্টারনেটের জন্য একটি মৌলিক প্রয়োজনীয়তা৷ UA নিশ্চিত করার জন্য যে দীর্ঘ নতুন TLDs এবং IDN সহ সমস্ত ডোমেন নাম এবং ইমেল ঠিকানাগুলিকে সমানভাবে বিবেচনা করা হয় এবং সমস্ত ইন্টারনেট-সক্ষম অ্যাপ্লিকেশন, ডিভাইস এবং সিস্টেম দ্বারা ব্যবহার করা যেতে পারে।

টেকনিক্যালি, সমস্যাটিকে অবশ্যই সব ডোমেইন নাম সমানভাবে, ধারাবাহিকভাবে এবং সঠিকভাবে গ্রহণ, যাচাই, সঞ্চয়, প্রক্রিয়া এবং প্রদর্শন করতে হবে। সর্বজনীন গ্রহণযোগ্যতা অর্জন না হওয়া পর্যন্ত, সমস্ত ইন্টারনেট ব্যবহারকারীদের জন্য একটি সামঞ্জস্যপূর্ণ এবং ইতিবাচক অভিজ্ঞতা প্রদান করা সম্ভব নয়। সমস্ত ডোমেইন নাম এবং সমস্ত ইমেল ঠিকানা সমস্ত সফ্টওয়্যার অ্যাপ্লিকেশনগুলিতে কাজ করে৷ সর্বজনীন গ্রহণযোগ্যতা একটি সত্যই বহুভাষিক ইন্টারনেটের জন্য একটি মৌলিক প্রয়োজনীয়তা, যেখানে সারা বিশ্বের ব্যবহারকারীরা স্থানীয় ভাষায় সম্পূর্ণভাবে নেভিগেট করতে পারে। ডোমেন নাম শিল্পে প্রতিযোগিতা, ভোক্তাদের পছন্দ এবং উদ্ভাবনের জন্য নতুন জেনেরিক টপ-লেভেল ডোমেন (gTLDs) এর সম্ভাব্যতা আনলক করার চাবিকাঠিও এটি।

সর্বজনীন গ্রহণযোগ্যতা অর্জন করতে, ইন্টারনেট অ্যাপ্লিকেশন এবং সিস্টেমগুলিকে অবশ্যই নতুন জিটিএলডি এবং আন্তর্জাতিক টিএলডিসহ সমস্ত TLD-কে সামঞ্জস্যপূর্ণভাবে আচরণ করতে হবে। বিশেষভাবে, তাদের অবশ্যই সমস্ত ডোমেন নাম গ্রহণ, যাচাই, সঞ্চয়, প্রক্রিয়া এবং প্রদর্শন করতে হবে এবং এখনই সময় সর্বজনীন স্বীকৃতির জন্য সিস্টেম প্রস্তুত করার এবং ভবিষ্যতের সত্যিকারের অন্তর্ভুক্তিমূলক ইন্টারনেট তৈরি করার জন্য। এই পটভূমিতে, বাংলাদেশ ইন্টারনেট গভর্ন্যান্স ফোরাম, ইন্টারনেট কর্পোরেশন ফর অ্যাসাইনড নেমস অ্যান্ড নম্বরস (ICANN) এর সহযোগিতায় .বাংলা (ডট-বাংলা) টপ-লেভেল ডোমেন (টিএলডি) এর সার্বজনীন স্বীকৃতি বিষয়ে এই বাংলাদেশ কনসালটেশনের আয়োজন করা।

বাংলাদেশ কনসালটেশন অন ইউনিভার্সাল অ্যাকসেপ্টেন্স অফ ডট-বাংলা-তে চারটি প্রস্তাবিত অ্যাকশন পয়েন্ট উল্লেখ করা হয়: (1) UA-এর বাংলাদেশের নীতির সুপারিশ করার জন্য সরকারি ও বেসরকারি খাতের সমন্বয়ে একটি স্টেয়ারিং কমিটি গঠন করা (2) সহকর্মী বা অন্য কোন রেজিস্ট্রি থেকে শিক্ষা গ্রহণ। BTCL এর MD NIXI CEO এর সাথে সাক্ষাৎ করে এ বিষয়ে পরামর্শ গ্রহণ করবেন (3) নীতি এবং সচেতনতা সৃষ্টির জন্য একটি স্থানীয় কমিটি গঠন UA amb এবং UA লোকাল ইনিশিয়েটিভ (4) UASG স্টিয়ারিং কমিটিতে যোগদান।
জনাব হাসানুল হক ইনু, এমপি, চেয়ারপারসন, বাংলাদেশ ইন্টারনেট গভর্ন্যান্স ফোরাম (বিআইজিএফ) এবং চেয়ারম্যান, তথ্য ও সম্প্রচার মন্ত্রণালয়ের সংসদীয় স্থায়ী কমিটির সভাপতি অনুষ্ঠানে সভাপতিত্ব করেন এবং অনুষ্ঠানে প্রাপ্ত সুপারিশসমূহ বাস্তবায়নে মাননীয় মন্ত্রী ও সংশ্লিষ্ট সকলের সিহযোগিতা কামনা করেন।

বিআইজিএফ-এর মহাসচিব জনাব মোহাম্মদ আবদুল হক অনু অনুষ্ঠানে উপস্থিত অতিথি ও অংশগ্রহণকারীদের স্বাগত জানান।
জনাব এএইচএম বজলুর রহমান, প্রধান নির্বাহী কর্মকর্তা, বাংলাদেশ এনজিও নেটওয়ার্ক ফর রেডিও অ্যান্ড কমিউনিকেশন (বিএনএনআরসি) এবং পলিসি রিসার্চ ফেলো, অনুষ্ঠানটি সঞ্চালনা করেন।

Bangladesh Consultation on Universal Acceptance of Dot-Bangla

Bangladesh Internet Governance Forum (BIGF) is a multi-stakeholder organization aimed to illuminate issues and create ideas on internet usage in Bangladesh in association with the UN Internet Governance Forum (UN IGF). Bangladesh Consultation on Universal Acceptance of .বাংলা (Dot-Bangla) held on February 15 (Tuesday) Dhaka online (Zoom Platform)organized by BIGF. Bangladesh Internet Governance Forum (BIGF) has been started a policy advocacy with ICANN for Top Level Domain (TLD) in Bangla from the 4th UN IGF, Sharm El Sheikh, in Egypt in 2009. As a result, now Bangladesh hto enjoying Dot Bangla – .বাংলা Top Level Domain (TLD).
Mr. Jia-Rong Low, Vice President for Stakeholder Engagement and Managing Director, Asia-Pacific & Mr. Sarmad Hussain, Senior Director IDN and UA Programs and Dr. Ajay Data, Chair, Universal Acceptance Steering Group (UASG) were present as the Guests of Honor discussed various issues how Bangladesh can move with the issues and responsibilities of the global steering committee.

Mr. Shyam Sunder Sikder, Hon’ble Chairman, Bangladesh Telecommunication Regulatory Commission (BTRC), and Dr. Md. Rafiqul Matin, Managing Director, Bangladesh Telecommunications Company Ltd (BTCL were present as Special Guests discussed the technical perspectives of the issue from their respective institutions of the Bangladesh Government. Mr. Mustafa Jabbar, Hon’ble Minister, Post and Telecommunications Division, Ministry of Posts, Telecommunications and Information Technology, Government of the People’s Republic of Bangladesh attended the consultation as the Chief Guest.

He emphasized to intensify the progress which has been started by the leadership of Hon’ble Prime Minister Sheikh Hasina, and Bangladesh Telecommunication Regulatory Commission (BTRC), Bangladesh Telecommunications Company Limited (BTCL) and Internet Corporation for Assigned Names and Numbers (ICANN) for taking forward the Top-Level Domain (TLD) in Bangla. Therefore, now .বাংলা (Dot Bangla) Top Level Domain (TLD) need to Universal Acceptance on the following matters; 1. Universal Acceptance (UA) is a fundamental requirement for a truly multilingual and digitally inclusive Internet. UA ensures that all domain names, including long new TLDs and IDNs, and email addresses are treated equally and can be used by all Internet-enabled applications, devices and systems.

Technically, the issue must accept, validate, store, process, and display all domain names equally, consistently and correctly. Until Universal Acceptance is achieved, it is not possible to provide a consistent and positive experience for all Internet users. 2. All domain names and all email addresses work in all software applications. Universal Acceptance is a foundational requirement for a truly multilingual Internet, one in which users around the world can navigate entirely in local languages. It is also the key to unlocking the potential of new generic top-level domains (gTLDs) to foster competition, consumer choice and innovation in the domain name industry.

To achieve Universal Acceptance, Internet applications and systems must treat all TLDs in a consistent manner, including new gTLDs and internationalized TLDs. Specifically, they must accept, validate, store, process and display all domain names and now is the time to get systems ready for Universal Acceptance and create the truly inclusive Internet of the future. In this backdrop, Bangladesh Internet Governance Forum organized the Bangladesh Consultation on Universal Acceptance of .বাংলা (Dot-Bangla) Top-Level Domain (TLD) in collaboration with Internet Corporation for Assigned Names and Numbers (ICANN).
The Bangladesh Consultation on Universal Acceptance of .বাংলা has four proposed action points: (1) Form a policy team comprising government and private sector to recommend Bangladesh’s policy of UA. (2) Learn from peers or any other registry. BTCL MD can meet NIXI CEO, (3) Create policy and awareness teams. UA amb and UA Local Initiative (4) Join the UASG working groups.

Mr. Hasanul Haq Inu, MP, Chairperson, Bangladesh Internet Governance Forum (BIGF) & Chairman, Parliamentary Standing Committee for Ministry of Information and Broadcasting presided over the consultation as the chair and draw attention of the Honorable Minister and other staheholder to take inititive to do the needful as the per the suggestions of the meeting.
Mr. AHM Bazlur Rahman, Chief Executive Officer, Bangladesh NGOs Network for Radio and Communication (BNNRC) & Policy Research Fellow moderated the session.
