Cyber Diplomacy Training in the Course on Cyber Security for Media Professionalsin Bangladesh.

bd24views desk : Strong cybersecurity is a must for broadcasters and media outlets and technicians, broadcasters, and all officials in production. Cyberattacks are a major risk for all broadcasters. Several major hacks have occurred in recent years showing the tremendous damage that cyberattacks can have on the media industries in Bangladesh.

Therefore, a three-week course on Cyber Security for Media Professionalshas started on28 August 2022 in Dhaka by the National Institute of Mass Communication (NIMC) of the Ministry of Information and Broadcasting, Government of the People’s Republic of Bangladesh. The course will continue till 15 September2022.

Ms. Shahin Islam, ndc (Additional Secretary) Director General of NIMC inaugurated the three weeks course on Cyber Security for Media Professionals. Day-long Cyber Diplomacy Training in the three Weeks Course on Cyber Security for Media Professionals has conducted by Mr. AHM Bazlur Rahman, Chief Executive Officer of Bangladesh NGOs Network for Radio and Communication (BNNRC), and Mr. Riad Hasan Badsha, Vice Chair of Bangladesh Youth Internet Governance Forum.

BNNRC has accredited and successfully participated in the Open-ended working group on the security of and the use of information and communications technologies (2021–2025) New York, USA 25–29 July 2022.

As a part of the commitment, BNNRC is facilitating the implementation of the WSIS Action Lines (C1-C11) for advancing sustainable development and Cyber Diplomacy Training in line with ensuring sustainability in capacity-building and confidence-building in the security of and in the use of information and communications technologies.

Cyber diplomacy training courses develop based on the assessments and recommendations of the United Nations Group of Governmental Experts (GGE) reports, and the United Nations Office for Disarmament Affairswith the support of the Government of Singapore and the Government of Canada. this training course to encourage a greater understanding of the use of ICTs and its implications for international security.

Cyber Diplomacy training course modules are Introduction to the United Nations Group of Governmental Experts (GGE) process: What is the GGE process and how does it work? What issues have the GGEs considered? | Existing and emerging threats: What threats to international ICT security have been identified by the GGEs? What foreseeable developments could exacerbate existing threats? | Introduction to the GGE process: What is the GGE process and how does it work? What issues have the GGEs considered? | Existing and emerging threats: What threats to international ICT security have been identified by the GGEs? What foreseeable developments could exacerbate existing threats? | Norms, rules and principles: What are the 11 voluntary, non-binding norms of responsible State behavior recommended by the GGEs? | International law: How does international law apply to the use of ICTs? What recommendations have the GGEs made in this area? | Confidence-building measures: What are confidence-building measures and why do we need them with respect to ICTs? What are the key GGE recommendations for confidence-building? What CBM initiatives already exist? | International cooperation and assistance in capacity-building: How can States work together to build their capacity to further the peaceful use of ICTs? How can we ensure sustainability in capacity-building?

The objective of the training course istoenable the participants to understand clearly how the internet is working in the world, get knowledge about social engineering exploits, learn how to handle security breaches, provide a basic understanding of various computer and network security threats, provide basic knowledge aboutidentify cloud computing and virtualization security methods including cyber diplomacy.

A total of 15officers of Bangladesh Betar,Bangladesh Television, and other Departments of the Ministry of Information and Broadcast along with reporters/newscasters from Private Television Channels, FM Radio, and Freelancers have been participatingin the course.

The Course content is divided into two parts, one is General Content, and another is Core Content. In the General content,the topics are Bangabandhu and Emergence of Bangladesh,Sustainable Development Goals, COVID-19 adaptation, 8th Five Year Plan, Ten Initiatives of Honorable Prime Minister Sheikh Hasina, Accountability tools and priority of Govt., 4th Industrial Revolution (4IR).

Under the Core Contents, seven lessons are included. The lessons are- Securing Information: Examine Information Security, Implement Physical Security Measures, Examine Cyber Security, Guarding Against Social Engineering Exploits: Identify Social Engineering Exploits, CounteractSocialEngineering Exploits, Evolve Social Engineering Organization Policies, Identifying Security Measures: Strengthen Desktop Security, Strengthen Software Security, Strengthen Browser Security, Strengthen Network Security, Secure Wireless Networks , Strengthen Mobile Security, Maintaining File System Security: Implement File System Security in Windows 7, Back Up and Restore Data, Dispose of Data Security, Guarding Against Attacks: Protect a Computer from Security Threats,Protect Computers from Virus Attacks, Protect Computers from Social Network Threats, Handling Security Breaches: Identify Incidents , Respond to Incidents, Identifying Cloud Computing and Virtualization Security Methods: Fundamentals of Cloud Computing and Fundamentals Virtualization.

And will concentrate to change personal habits that might jeopardize them in their profession and work. With that, they will develop safety and cautionary habits in their professional life including cyber diplomacy with the five pillars of work like Existing and emerging threats, international law, Norms, rules and principles, Confidence-building measuresinternational cooperation and assistance in capacity-building. The participants received the certificate end of the training.
