নিজস্ব প্রতিনিধি : নারী ও শিশু আইজিএফসহ মোট ৮টি সেশন ও কর্মশালার মধ্য দিয়ে শনিবার আনুষ্ঠানিকভাবে শেষ হলো তিন দিনের ইথ আইজিএফ। তিন দিনের সম্মেলনে সবার জন্য নিরাপদ ইন্টারনেট নিশ্চিত করার মাধ্যমে আগামীর জন্য সমান্তরাল পৃথিবী গড়ার প্রত্যয় ব্যক্ত করেন বক্তারা। শহর-গ্রামের ডিজিটাল বৈষম্য দূর করতে ডিভাইসে নারী-পুরুষ এবং শিশুদের সমান অংশীদারীত্বের মাধ্যমে ইন্টারনেটের কার্যকর ব্যবহার নিশ্চিত করার আহ্বান জানানো হয় সম্মেলন থেকে।

সুপ্রিম কোর্টের আইনজীবী খন্দকার হাসান শাহরিয়ারের সঞ্চালনায় বিকেলে সমাপনী অধিবেশনে স্বাগত বক্তব্য রাখেন ভিকারুন্নেসা নুন স্কুল অ্যান্ড কলেজের শিক্ষার্থী জারতাজ হক সিমরা। মূল প্রবন্ধ উপস্থাপন করেন সেইন্ট ফ্র্যান্সিস জ্যাভিয়ার্স গ্রিন হের‌্যাল্ড ইন্টারন্যাশনাল স্কুলের শিক্ষার্থী আয়েশা লাবিবা।

বাংলাদেশ ইন্টারনেট গভর্নেন্স ফোরামে মহাসচিব মোহাম্মাদ আব্দুল হক অনু উপস্থিত সবাইকে স্বাগত জানান। অনুষ্ঠানে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন বিসিএসআইআর স্কুল অ্যান্ড কলেজের অধ্যক্ষ মোঃ ইদ্রিস আলী। প্রধান অতিথি ছিলেন সঙ্গীত শিল্পী আলম আরা মিনু। বক্তব্যে তিনি, শিশুদের সময়ের প্রতি বেশি গুরুত্ব দিয়ে নিজের ব্যক্তিগত তথ্যের সুরক্ষা ও শারীরিক খেলাধূলা এবং সাংস্কৃতিক পরিমণ্ডলে অংশগ্রহণের আহ্বান জানান।

এর আগে সকালে ইন্টারনেট দুনিয়ায় যুব ও যুব নারীর ক্ষমতায়ন নিয়ে সমাপনী ও ৭ম সেশনে মূল প্রবন্ধ উপস্থাপন করেন বাংলাদেশ উইমেন আইজিএফ মহাসচিব ফারহা মাহমুদ তৃণা।

অনুষ্ঠানে স্বাগত সবাইকে স্বাগত জানান এবং উইমেন আইজিএফ-এর উইমেন আইজিএফ-এর যুগ্ম মহাসচিব এর মিস শারমীন ইসরাইল।

বিশ্বের বিভিন্ন দেশের সঙ্গে পরিসংখ্যানের তুলনা করে স্ট্যামফোর্ড বিশ্ববিদ্যালয়ের বোর্ড অব ট্রাস্টি রুমানা হক রিতা বলেছেন, ২৮৬ বছর পিছিয়ে গেছি। থেমে যাবো না। দ্রুত এগুতে ইন্টারনেট সবচেয়ে শক্তিশালী মাধ্যম। এই মাধ্যমে আমরা পিছিয়ে নেই। তবে ফেসবুকিং, ইনস্টাগ্রাম নয় ইফেক্টিভ ব্যবহারে গুরুত্ব দিতে হবে।

অনলাইনে সংযুক্ত হয়ে আইজিএফ দক্ষিণ এশিয়ার পরিচালক অমৃতা চৌধুরী বলেছেন, কোভিডে লিঙ্গ বৈষম্য বেড়েছে। ক্রসকাটিং টেকনলোজিতে নারীদের ইন্টারনেট ব্যবহারে সমতা না হলে নারী-পুরুষ বৈষম্য বাড়বে। আবার ইন্টারনেটে নারীরা বেশি সহিংসতার শিকার হন। তারপরও কানেক্টিভিটির বিকল্প নেই। এই সুবিধা নিশ্চিত করে বাংলাদেশ এসডিজি ৫ লক্ষ্যমাত্রা পূরণ করতে সক্ষম হবে। চ্যাটজিপিটি’র মতো অ্যালগরিদমও নারী বিরুদ্ধে সহিংসতায় ব্যবহৃত হতে পারে বলেও সতর্ক করেন তিনি। এজন্য আঞ্চলিক ও বৈশ্বিক আইজিএফ-এ বাংলাদেশের নারীদের যুক্ত থেকে সোচ্চার আহ্বান জানান অমৃতা।

উন্নয়ন কর্মকর্তা কাকলী চক্রবর্তী পরিবার ও স্কুলকে ইন্টারনেট গভর্নমেন্সের অন্তর্ভুক্ত করার ওপর জোর দেন। একইসঙ্গে সরকারি কর্মকর্তারা যেখানে নিজেরা কম্পিউটার ব্যবহার করেন না সেখানে তথ্যপ্রযুক্তির মাধ্যমে স্মার্ট বাংলাদেশ রূপকল্প নিয়ে প্রশ্ন তুলেন তিনি।

ডিসিশান মেকিং-এ নারীরা এলেও তাদের সিদ্ধান্ত কতটা গ্রহণ করা হয় তা নিয়ে প্রশ্ন তুলেন চ্যানেল আই নিউজ এডিটর ড. শাকিলা জেসমিন। গেরিলা যুদ্ধের আহ্বান জানান নারীদের।

চ্যানেল ২৪ সিএনই শাহনাজ মুন্নী বলেন, শহরে ইন্টারনেটে নারীর অংশগ্রহণ বেড়েছে। যে কোনো তথ্য আমারা সহজেই বাড়ছে। সাইবার দুনিয়ায় নারী বেশি ঝুঁকিতে। তাই সাইবার লিটারেসি বাড়াতে হবে।

বাংলাদেশ উইমেন আইজিআইএফ চেয়ারপার্সন শামীমা আক্তার নারী-পুরুষ একসঙ্গে সাইবার দুনিয়ায় ভ্রাতৃত্বে পরিবেশে এগিয়ে যাওয়া ওপর গুরুত্বারোপ করেন।

দ্বিতীয় দিনে যুব সাইবারসিকিউরিটি, সাইবার ক্রাইম এবং অনলাইন নিরাপত্তা: বাংলাদেশে সাইবার সিকিউরিটি (সিএমএম) নিয়ে আলোচনা করেন জনাব সাইফ রহমান, ব্যবস্থাপনা পরিচালক, VEOSTR Ltd, এবং চিফ অপারেটিং অফিসার, GenNext Technologies Ltd (Meghna Cloud)

জনাব ইলিয়াস কাঞ্চন, চেয়ারম্যান, নিরাপদ সড়ক চাই বলেন, একটি সমাজের পরিবর্তনের জন্য যুবসমাজের গুরুত্বপূর্ণ ভূমিকা পালন করতে হবে। নিজেকে ভালোবাসতে হবে, দেশকে ভালোবাসতে হবে এবং দেশের মানুষকে এগিয়ে নিয়ে যাবার লক্ষ্যে নিবিড়ভাবে কাজ করতে হবে।

জনাব ফাইয়াজ মুর্শিদ কাজী, মহাপরিচালক, বহুপক্ষীয় অর্থনৈতিক বিষয়ক শাখা, পররাষ্ট্র মন্ত্রণালয়, গণপ্রজাতন্ত্রী বাংলাদেশ সরকার বলেন ২০৩০ সালের মধ্যে এসডিজি অর্জন, ২০৪১ সালে স্মার্ট বাংলাদেশ এবং ২১০০ সালে বদ্বীপ পরিকল্পনার বিষয়গুলো তুলে ধরেন এবং যুব সমাজের দায়িত্ব নিয়ে কাজ করতে হবে।

প্রধান অতিথি জনাব শ্যাম সুন্দর সিকদার, চেয়ারম্যান (সিনিয়র সচিব), বাংলাদেশ টেলিকমিউনিকেশন রেগুলেটরি কমিশন (বিটিআরসি) দ্বিতীয় দিনের সমাপনী অধিবেশনে আগামী ডিসেম্বররের মধ্যে দেশে বাণিজ্যিকভাবে ৫জি সেবা চালুর প্রস্তুতির কথা তুলে ধরেন। এছাড়াও তিনি জানিয়েছেন, সাইবার নিরাপত্তায় সচেতনতা গড়ে তুলতে বিটিআরসি দেশজুড়ে ৬৪টি জেলাতেই কার্যক্রম পরিচালনা করছে।

সভাপতির বক্তব্য দেন ইউএন আইজিএফ বাংলাদেশের ফোকাল পয়েন্ট ও বিটিআরসি মহাপরিচালক ব্রিগেডিয়ার জেনারেল নাসিম পারভেজ। বক্তব্যে ডিজিটাল বিভক্তি কমিয়ে আনার ওপর গুরুত্বারোপ করে তিনি বলেন, বিটিআরসি এখন ফেসিলেটর হিসেবে কাজ করছে। ইন্টারনেটকে ছড়িয়ে দিতে পলিসি তৈরির পাশাপাশি দেশের তরুণদের জন্য বেশি কিছু করতে আলোর দিকে এগিয়ে এসেছে। বিডি সিগ, ইয়্যুথ আজিএফ, ওমেন আইজিএফ ও কিডস আইজিএফ এর সঙ্গে অনেক দূর এগিয়ে দিতে চাই।

প্রথম দিন প্রধান অতিথি ছিলেন ডাক ও টেলিযোগাযোগ বিভাগের সচিব আবু হেনা মোরশেদ জামান।তিনি বলেন তারুণ্যের ক্ষমতায়নে বড় শক্তি ইন্টারনেট। ফেস বুকিং নয়; ডিজিটাল শক্তির আধার এই ইন্টারনেটকে বলা যেতে পারে তীক্ষ্ণ তরবারি। তাই নিজেদের কল্যাণে এর ব্যবহার সুনিশ্চিত করতে বৃহস্পতিবার রাজধানীর সিরডাপ মিলনায়তনে দেড় শতাধিক তরুণ প্রতিনিধিদের নিয়ে শুরু হলো তিন দিনের ইয়ুথ আইজিএফ। বাংলাদেশ ইন্টারনেট গভন্যান্স ফোরামের আয়োজনে তৃতীয়বারের মতো অনুষ্ঠিত এই সম্মেলনের উদ্বোধনী বক্তব্যে তিনি বলেন, তারুণ্যের শক্তিতেই বাংলাদেশ পরবর্তী ইমার্জিং টাইগার হয়ে উঠছে। মোট জনসংখ্যার ৩৫ শতাংশই তরুণ। কিন্তু এখনো দেশের ৩০ শতাংশ মানুষ ইন্টারনেটে সংযুক্ত নয়। সরকারি-বেসরকারী অংশীদারিত্বে আমরা আগামী ৫ বছরে উন্নত বিশ্বের কাতারে পৌঁছবো।

ইন্টারনেটে তারুণ্যের ক্ষমতায়ন নিয়ে সচিব বলেন, সিদ্ধান্ত গ্রহণের ক্ষেত্রে ভূমিকা গ্রহণই হচ্ছে ক্ষমতায়ন। তাই আমরা চাই তাদের নিয়ে আমরা জ্ঞান ভিত্তিক সমাজ গড়ে তুলতে। কিন্তু তারা টিকটক, ফেসবুক, ইনস্টাগ্রামের চেয়ে ই-লাইব্রেরিতে বুঁদ হবে। গবেষণায় মনোনিবেশের মাধ্যমে দেশের সিদ্ধান্ত গ্রহণে যুক্ত হবে।

চ্যাটজিপিটি কখনোই সৃজনশীলতার স্থান দখল করতে পারবে না উল্লেখ করে আবু হেনা মোরশেদ জামান বলেন, প্রযুক্তি যেনো আমাদের গিলে না ফেলে; আবার প্রযুক্তিকে ছেড়ে যেনো আমরা হারিয়ে না যাই।

বিওয়াইজিএফ চেয়ারপারসন সৈয়দা কামরুন জাহান রিপার সঞ্চালনায় অনুষ্ঠানে স্বাগত বক্তব্য রাখেন সংগঠনের মহাসচিব ফয়সাল আহমেদ ভূবন।

উদ্বোধনী সভায় মূল প্রবন্ধ উপস্থাপন করেন ইয়্যুথ ইন ডিজিটাল অ্যাওয়ারনেস প্রকল্প সমন্বয়ক ও স্টার্টআপ খুলনার দলনেতা মোছাঃ শরীফা আলম।

আলোচক হিসেবে উপস্থিত ছিলেন সামিট কমিউনিকেশনসের সিনিয়র জেনারেল ম্যানেজার মোঃ ফররুখ ইমতিয়াজ। সম্মানিত অতিথির বক্তব্যে ধনী-গরিব ভেদাভেদ দূর করে সবাইকে ইন্টারনেটে সংযুক্ত করার আহ্বান জানান আইকান দক্ষিণ এশিয়ার জ্যেষ্ঠ পরিচালক নিতীন ওয়ালি। তিনি বলেছেন, তারুণ্যের শক্তিকে উপেক্ষা করার কোনো সুযোগ নেই। তাদের অন্তর্ভুক্তির মাধ্যমে ডিজিটাল ওয়ার্ল্ডকে পূর্ণতা দিতে হবে।

বিশেষ অতিথির বক্তব্যে আইএসপিএবি সভাপতি ইমদাদুল হক জানিয়েছেন, ১ কোটি সংযোগ থাকলেও বাংলাদেশে ব্রডব্যান্ড ইন্টারনেট ব্যবহারকারীর সংখ্যা ছয় কোটির বেশি। এক দেশ এক রেট বাস্তবায়নের পর এবার তারা ইন্টারনেটের মান উন্নয়নে গুরুত্ব দিচ্ছেন। আশাকরা যায়, আগামী ৫ বছর পর দেশে কোনো ব্রডব্যান্ড সংযোগ ১০০ এমবিপিএস এর নিচে থাকবে না।

এছাড়াও আয়োজকদের পক্ষে বাংলাদেশ ইয়ুথ ইন্টারনেট গভর্নেন্স ফোরামের মহাসচিব মোহাম্মাদ আব্দুল হক অনু।

সভায় অংশগ্রহণকারীদের ডিজিটাল বাংলার নতুন কর্মী সম্বোধন করে সভাপতির বক্তব্যে বিআইজিএফ চেয়ারপারসন হাসানুল হক ইনু বলেন, ইতিহাস জেনে ও শ্রদ্ধাশীল হয়ে আপনাদের নতুন ইতিহাস তৈরি করতে হবে। তা না হলে দেশটা স্থবির হয়ে যাবে। তাই আপনাদের নতুন ডিজিটাল অস্ত্র হাতে নিয়ে ইন্টারনেট যুদ্ধে জিততে হলে আমাদের মাথা খাটাতে হবে। প্রত্যেককেই দক্ষ সাইবার কম্ব্যাট হতে হবে।

গ্রাম-শহর, ধনী-গরিবের পর এখন সমাজে নতুন বৈষম্য ডিজিটাল বৈষম্য যুক্ত হয়েছে উল্লেখ করে ইনু বলেন, মাল্টিস্টেকহোল্ডার অ্যাপ্রোচের মাধ্যমে এই বৈষম্য ঘুচতে হবে। ডিজিটাল সাক্ষরতা জোরদারের পাশাপাশি ডিজিটাল ডিভাইস ও সংযোগ সবার জন্য সুলভ ও সহজলভ্য করতে হবে। তাই এর ওপর কর আরোপ করলে তা নাগরিকদের ওপরই বর্তায়।

কৃষক, পোশাক শিল্প ও প্রবাসী আয় এই তিনটি স্তম্ভের সঙ্গে এখন অর্থনীতির চতুর্থ স্তম্ভ ‘ডিজিটাল শিল্প’ বা ‘ডিজিটাল কর্মীবাহীনি’ উল্লেখ করে তথ্য মন্ত্রণালয় সংসদীয় কমিটির সভাপতি বলেন, ডিজিটাল কর্মী হতে বুয়েট পাশ আবশ্যক নয়। এই ডিজিটাল সৈনিকদের মাধ্যমে বাংলাদেশ আরো এক ধাপ এগেয়ে যাবে। সেই সমৃদ্ধির জন্য সমতার চশমা দিয়ে নতুন প্রযুক্তিকে দেখতে হবে। আশার কথা, ইন্টারনেট সতমল পৃথিবী তৈরি করেছে। স্বচ্ছতা এনেছে। এক ক্লিকেই ক্ষমতায়িত হয়। ১৬ কোটি মানুষই এর মাধ্যমে কথা বলতে পারে।

3rd Bangladesh Youth Internet Governance Forum concluded

The three-day long 3rd Bangladesh Youth Internet Governance Forum concluded on Saturday with a total of 8 sessions and workshops including Women and Children IGF. In the three-day conference, the speakers expressed their determination to build a parallel world for the future by ensuring safe internet for all. The conference called for ensuring effective use of the Internet through equal participation of men, women and children in devices to eliminate the urban-rural digital divide.

A student of Viqarunnisa Noon School and College Zartaj Haque Simra delivered the welcome speech in the closing session moderated by Supreme Court Lawyer Khundaker Hasan Shahriyar. Aysha Labiba, a student of St. Francis Xavier’s Green Herald International School, presented the keynote.

The discussants were Ayan Ahmed, a student of Sunbeam International School, Kazi Shabbosachi, a student of St. Francis Xavier’s Green Herald International School, Ilma Khandkar, Sreeporna Paul, a student of Ideal School and College, Tanzirul Haque and Khundaker Ayesha Shahriyar (Anika), student of BCSIR School and College.

Bangladesh Internet Governance Forum Secretary General Mohammad Abdul Haque Anu welcomed everyone present. Principal of BCSIR School and College, Md. Idris Ali, was present as a special guest on the occasion. Singer, Composer Ms. Alam Ara Minu was the chief guest. In her speech, she called for the protection of personal information and participation in physical sports and cultural environments by paying more attention to children’s time.

Earlier in the morning Bangladesh Women IGF Secretary General Farha Mahmud Trina, Secretary General Bangladesh Women IGF presented the keynote speech in the final and 7th session on the Empowerment of Youth and Young women in the Internet World.

Ms. Sharmin Israil, Joint Secretary, of Bangladesh Women’s Internet Governance Forum Welcomed the audience and highlighted the goal and objectives of the Women’s Internet Governance Forum.

Ms. Sanjiboni member of the Women Internet Governance Forum discussed the discrimination against women in society, especially the marginalized and disadvantaged women. Disadvantaged women have limited scope to use the internet.

Ms. Rumana Haque Rita, the Board of Trustees of Stamford University, said, “We are behind by 286 years”. We won’t stop. The Internet is the most powerful medium to move fast. In this way, we are not behind. However, Facebooking, not Instagram, should be given importance in effective use.

Connecting online, IGF South Asia Director Amrita Choudhury said that gender disparity has increased during Covid. Gender inequality will increase if women’s Internet use is not equal in crosscutting technologies. Again, women are victims of more violence on the Internet. Still, there is no substitute for connectivity. By ensuring this facility, Bangladesh will be able to meet SDG 5 targets. She also warned that algorithms like ChatGPT could also be used for violence against women. For this reason, Amrita urged the women of Bangladesh to join the regional and global IGF.

Development Practitioner Kakoli Chakravorty emphasized on inclusion of families and schools in internet governance. At the same time, she raised questions about the concept of Smart Bangladesh through information technology where government officials themselves do not use computers.

Even if women come to decision-making, how much their decisions are accepted, Channel i News Editor Dr. Sakila Jasmine. She suggested fighting against all discrimination against women.

Channel 24 CNE Shahnaz Munni said that women’s participation in the internet has increased in the city. Any information we are growing easily. Women are more at risk in the cyber world. So cyber literacy should be increased.

Bangladesh Women IGIF Chairperson Shamima Akhter stressed the importance of men and women moving forward together in the cyber world in a brotherly environment.

The session was moderated by Ms. Tasmi Chowdhury, Joint Secretary, Bangladesh Women Internet Governance Forum moderated the session.

On the second day, Mr. Sayeef Rahman, Managing Director, VEOSTR Ltd, and Chief Operating Officer, GenNext Technologies Ltd (Meghna Cloud) discussed Youth Cybersecurity, Cybercrime and Online Safety: Cybersecurity (CMM) in Bangladesh.

Mr. Kazi Mustafiz, President of, the Cybercrime Awareness Foundation, journalist and social activist highlighted various aspects of cybercrime.

Mr. Md. Abdus Salam, Programmer, the National Institute of Mass Communication (NIMC) highlighted various examples of cybercrime.

Mr. Md. Najmul Islam, Additional Deputy Police Commissioner, Cyber Crime Investigation Department, CTTC. DMP highlighted various aspects of cybercrime and what legal action can be taken as well as how to make everyone aware.

Ms. Shaila Sharmin, Cyber Security Architect, Information Security Division, Prime Bank Limited discussed various aspects of information security.

The guest of honor Ms. Sayeda Karim, Senior Officer, SwissContact called for the inclusion of these technology subjects in the education curriculum, including cybercrime.

Special Guest: Mr. Shamim Reza Sohag, CTO, of Pipeline Inc emphasized creating awareness.

Chief Guest: Mr. Suman Ahmed Sabir, CTO, Fiber @ Home urged everyone to be aware and proficient in technology.

The Chair, Mr. Rehan Uddin Ahmed Raju, a development consultant urged them to use technology properly and manage it with their own conscience. Mr. Riad Hasan Badsha, Vice-Chair, Bangladesh Youth Internet Governance Forum moderated the session.

Mr. Rashed Mehdi, Technology Editor, Pratidiner Bangladesh and President, Telecom and Technology Reporters Network, Bangladesh moderated the session on Future Skills for the Youth of Bangladesh: Session on Entrepreneurship, Media and social media and he emphasized and discussed youth skills development.

Mr. Muhammad Rakib Hasan, President, E-CAB Youth Forum and Mr. Ashrafur Rahman, Secretary General, of Bangladesh School of Internet Governance (BDSIG) presented the keynote and emphasized the importance of internet skills among the youth and proper use of technology.

Ms. Syeda Kamrun Jahan Ripa, Chairperson, of Bangladesh Youth Internet Governance Forum discussed the various opportunities and benefits of including youth in the fellowship program.

Guest of Honor Mr. Mohammad Kawsar Uddin, Secretary General, Internet Society Bangladesh Chapter (ISOC) called for the elimination of the digital divide.

Mr. Hasan Zakir, Assistant Editor, Samakal said we have to use the opportunities of technology but must be used to use it positively for the welfare of ourselves and the society.

Another session was held on Artificial Intelligence and Emerging Technologies moderated by Engineer Md. Safaet Hossain, Additional Director, IQAC, Head of Department CSE, City University

Mr. Kazi Hassan Robin Associate Prof. CE World University present as the keynote speaker. Mr. Ashikur Rahman Shunno, a Member of Youth IGF took part in the discussion and Ms. Emilia Hanna Zalewaska, Co-Founder of Youth IGF Poland and Mr. Md. Nurul Hafiz, Secretary of Bangladesh Telecommunication Regulatory Commission were present as Special Guests

In the closing session of the second day, the final session was held on Youth and the Sustainable Development Goals: Youth and the Global Digital Compact/Summit of the Future

Ms. Shahnaz Sharmeen, Chief Reporter, Report Nagorik TV and Former Joint Editor, of Dhaka Reporters Unity (DRU) moderated the session. Mr. Faisal Ahmed Bhuban, Secretary General, of Bangladesh Youth Internet Governance Forum presented the highlights of the 3rd Bangladesh Youth Internet Governance Forum. Mr. AHM Bazlur Rahman, Chief Executive Officer, Bangladesh NGOs Network for Radio and Communication (BNNRC) discussed as the keynote speaker. Special guest Dr. Abdullah-Al-Mamun, Associate Professor and Chairman, of the Department of Japanese Studies called for more involvement of youth.

Mr. Ilias Kanchan, Chairman, We Demand Safe Road (Nirapad Sarak Chai) said that the youth have an important role to play in changing society. You have to love yourself; you have to love the country and you have to work hard to move the people of the country forward.

Mr. Faiyaz Murshid Kazi, Director General, Multilateral Economic Affairs Wing, Ministry of Foreign Affairs, Government of the People’s Republic of Bangladesh highlighted the issues of achieving SDGs by 2030, Smart Bangladesh by 2041 and Delta Plan by 2100 and suggested youth must work with the responsibility to move forward the society.

The chief guest Mr. Shyam Sundar Sikder, Chairman (Senior Secretary), of Bangladesh Telecommunication Regulatory Commission (BTRC) highlighted the preparations for the commercial launch of 5G services in the country by next December in the concluding session of the second day. He also said that BTRC is conducting activities in 64 districts across the country to create awareness of cyber security.

UN IGF Bangladesh Focal Point and BTRC Director General Brigadier General Nasim Parvez, ndc, afwc, psc gave the speech as Chair emphasizing bridging the digital divide in his speech, he said BTRC is now working as a facilitator. Apart from creating policies to spread the Internet, we are working to come forward to do more for the youth of the country. We want to go a long way with bdSIG, Youth IGF, Women IGF and Kids IGF.

Post and Telecommunication Department Secretary Abu Hena Morshed Zaman was the chief guest on the first day. He said that the internet is a great power in empowering youth. Not Facebook booking; This reservoir of digital power, the Internet can be called a sharp sword. Therefore, to ensure its use for their own welfare, the three-day Youth IGF started with more than one and a half hundred young representatives at CIRDAP Auditorium, Dhaka. In the opening speech of this conference held for the third time and organized by Bangladesh Internet Governance Forum, he said that Bangladesh is becoming the next emerging tiger with the power of youth. 35 percent of the total population is youth. But still, 30 percent of people in the country are not connected to the Internet. With the public-private partnership, we will reach the ranks of the developed world in the next 5 years.

Faisal Ahmed Bhuban, Secretary General of the organization gave a welcome speech at the event moderated by BYGF Chairperson Syeda Kamrun Jahan Ripa.

Youth in Digital Awareness project coordinator and Startup Khulna team leader Ms. Sharifa Alam presented the keynote in the opening meeting.

Md. Farrukh Imtiaz, Senior General Manager of Summit Communications was present as a discussant. In the speech of the honored guest, Nitin Wali, Senior Director of ICANN South Asia, urged to remove the distinction between the rich and the poor and connect everyone to the Internet. He said, there is no opportunity to ignore the power of youth. The digital world should be complemented by their inclusion.

In the speech of the special guest, ISPAB President Emdadul Hoque said that although there are 1 crore connections, the number of broadband internet users in Bangladesh is more than 6 crore. After the implementation of one country one rate, this time they are giving importance to improving the quality of the internet. Hopefully, after the next 5 years, no broadband connection in the country will be below 100 Mbps.

Addressing the new workers of Digital Bangla to the participants in the meeting, BIGF Chairperson Hasanul Haq Inu, MP said, “You have to create a new history by knowing and respecting history. Otherwise, the country will stagnate. So, to win the Internet war with your new digital weapon, we have to shake our heads. Everyone must be a skilled cyber combatant.

After village-city, rich-poor, now digital inequality has been added to the society, he said, this inequality should be overcome through a multi-stakeholder approach. Along with strengthening digital literacy, digital devices and connectivity should be made affordable and accessible to all. So if tax is imposed on it, it falls on the citizens.

With the three pillars of farmers, the garment industry and expatriate income, now the fourth pillar of the economy is the ‘digital industry’ or ‘digital personnel’. Bangladesh will go one step further through these digital soldiers. That prosperity requires looking at new technologies through the lens of equality. Hopefully, the Internet has created a world of peace. Brings clarity. Empowered with just one click. 16 crore people can speak through it.

After the inaugural event, two separate seminars were held on Youth Power and Emerging Artificial Intelligence in Digital and Smart Bangladesh.
