পরমাণু স্থাপনার ভৌত সুরক্ষা বিষয়ে প্রশিক্ষণ পেলেন রূপুপুর এনপিপি’র কর্মকর্তারা

নিজস্ব প্রতিনিধি : সম্প্রতি রূপপুর পারমাণবিক বিদ্যুৎ প্রকল্পের ভৌত সুরক্ষার সঙ্গে জড়িত বাংলাদেশ সেনা বাহিনী কর্মকর্তাদের একটি দল রাশিয়ায় “পরমাণু স্থাপনার ভৌত সুরক্ষা” বিষয়ে দুই সপ্তাহব্যাপী প্রশিক্ষণ লাভ করেছেন। প্রশিক্ষণ কোর্স পরিচালনা করেন রসাটম টেকনিক্যাল একাডেমীর ‘গ্লোবাল নিউক্লিয়ার সেফটি এন্ড সিকিউরিটি ইন্সটিটিউট (জিএনএসএসআই)’ বিশেষজ্ঞরা।

প্রশিক্ষণকালে অংশগ্রহণকারীরা পরমাণু স্থাপনার ভৌত সুরক্ষা নিশ্চিত করার জন্য প্রয়োজনীয় কার্যক্রম সম্পর্কে জ্ঞান লাভ করেন এবং এতদসংক্রান্ত আন্তর্জাতিক ডকুমেন্ট সমূহের সঙ্গে পরিচিত হন। তাত্ত্বিক জ্ঞান অর্জনের পাশাপাশি তারা রসাটম টেকনিক্যাল একাডেমীর বিশেষ প্রশিক্ষণ কমপ্লেক্সে প্র্যাকটিক্যাল কার্যক্রমে অংশ নেন এবং ভৌত সুরক্ষার কাজে প্রয়োজনীয় যন্ত্রপাতির সঙ্গেও পরিচিত হন। পারমাণবিক বিদ্যুৎকেন্দ্রের ভৌত সুরক্ষা ব্যবস্থা নির্মাণের প্রতিটি ধাপের বিশেষত্ব সম্পর্কে তারা জ্ঞান ও অভিজ্ঞতা লাভ করেন।

প্রতিনিধি দলের নেতৃত্ব প্রদানকারী ব্রিগেডিয়ার জেনারেল ইরফানুল ইসলাম খান বলেন, “রূপপুর এনপিপির বর্তমান নির্মানাধীন অবস্থায় আমরা ভৌত সুরক্ষার জন্য প্রয়োজনীয় যথাযত তাত্ত্বিক ও ব্যবহারিক জ্ঞান অর্জন করতে সমর্থ হয়েছি, যা ভবিষ্যতেও আমাদের কাজে লাগবে”।

২০২০ সাল থেকে বাংলাদেশ সেনা বাহিনী রূপপুর এনপিপি’র ভৌত সুরক্ষা বিষয় নিয়ে কাজ করছে। এই কাজে সার্বিক সহায়তা করছে রাশিয়া।

গ্লোবাল নিউক্লিয়ার সেফটি এন্ড সিকিউরিটি ইন্সটিটিউট, রুশ রাষ্ট্রীয় পরমানূ শক্তি কর্পোরেশন রসাটমের একটি শীর্ষস্থানীয় শিক্ষা প্রতিষ্ঠান, যারা পরমাণু স্থাপনার সঙ্গে জড়িত বিশেষজ্ঞ, ফেডারেল নির্বাহী কর্তৃপক্ষ, মিলিটারি ও বিশেষায়িত সংস্থা, এবং সন্ত্রাসবাদ প্রতিরোধ সংস্থাসহ অন্যান্যদের আধুনিক প্রশিক্ষণ ও পুনঃপ্রশিক্ষণ প্রদান করে থাকে। এছাড়াও, সমন্বিত বৈশ্বিক সুরক্ষা যার মধ্যে ভৌত সুরক্ষা ছাড়াও রাষ্ট্রীয় সুরক্ষার গোপন তথ্যাদি, অর্থনৈতিক ও তথ্য সুরক্ষা বিষয়গুলোর ওপরও প্রশিক্ষণ দিয়ে থাকে প্রতিষ্ঠানটি।

Bangladeshi officials get training on Physical Protection of Nuclear Facilities
A group of Bangladesh army officials involved in the Physical Protection of Rooppur Nuclear
Power Plant received a two-week training course “Physical Protection of Nuclear Facilities” in
Moscow recently. The course was conducted by specialists from Global Nuclear Safety and
Security (GNSSI) Institute of the Rosatom Technical Academy.

During the course, participants learned about organizing and building physical protection of
nuclear facilities systems and got acquainted with the major international documents. In addition to lectures, participants got involved in extensive practical work with various means and devices of physical protection at a special training ground complex in the Technical Academy of Rosatom. They received the necessary knowledge and experience that allowed them to understand the specific features of each stage in building a physical protection system for a nuclear power plant.

“We have received precise theoretical and practical information on those issues that are
important to us at the moment during the construction of the Rooppur NPP, and will also be
useful in the future,” said Brigadier General Irfanul Islam Khan, leader of the Bangladesh team.
The Bangladesh army has been creating a physical protection system for Rooppur Nuclear Power Plant since 2020. Russia is actively supporting Bangladesh in this regard.

The Global Nuclear Safety and Security Institute of the Rosatom Technical Academy is the
leading educational institution of the Rosatom State Corporation for advanced training and
retraining of specialists of nuclear facilities, federal executive authorities, military and special
departments, and other organizations on anti–terrorist support, integrated global security,
including physical protection, protection of state security secrets, economic and information
security.
