নিজস্ব প্রতিনিধি , ময়মনসিংহ : সুশাসন চর্চা ও তথ্য অধিকার আইন-২০০৯ -এর প্রয়োগে গ্রামীণ ও স্থানীয় জনগোষ্ঠীর ব্যাপক এবং সক্রিয় অংশগ্রহণ তথা তথ্যে প্রবেশাধিকারের মাধ্যমে তাদের ক্ষমতায়ন প্রক্রিয়াকে ত্বরান্বিতকরণ এবং সরকারি-বেসরকারি প্রতিষ্ঠানসমূহের কর্মকান্ডে সমন্বয় ও জবাবদিহিতা অধিকতর বৃদ্ধি করার লক্ষ্যে আজ ১৮ জুলাই ২০২৩ ময়মনসিংহে অনুষ্ঠিত হলো “ সুশাসন চর্চা ও তথ্য অধিকার আইন ২০০৯ প্রয়োগের মাধ্যমে জনগোষ্ঠীর জীবনমান উন্নয়ন” বিষয়ক এক সামাজিক সংলাপ।
ফ্রিডরিখ ন্যাউম্যান ফাউন্ডেশন ফর ফ্রিডম বাংলাদেশ (এফএনএফ বাংলাদেশ)-এর সহায়তায় এবং বাংলাদেশ এনজিওস নেটওয়ার্ক ফর রেডিও এন্ড কমিউনিকেশন (বিএনএনআরসি) আয়োজিত এই সংলাপে স্থানীয় সরকার প্রতিনিধি, সরকারি- বেসরকারি কর্মকর্তা, শিক্ষক, আইনজীবী, নাগরিক সমাজ সংগঠনের প্রতিনিধি, সাংস্কৃতিক সংগঠনের প্রতিনিধি, এনজিও প্রতিনিধি, গণমাধ্যমকর্মীসহ মোট 4৫ জন অংশগ্রহণ করেন।
উক্ত সংলাপটি উদ্বোধন করেন বাংলাদেশ তথ্য কমিশনের মাননীয় প্রধান তথ্য কমিশনার জনাব ডক্টর আবদুল মালেক। তিনি সংলাপে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন।
অনুষ্ঠানের শুরুতে সকলকে শুভেচ্ছা জানিয়ে সংলাপের উদ্দেশ্য ও লক্ষ্য আলোচনা করেন বিএনএনআরসি’র প্র্রধান নির্বাহী কর্মকর্তা জনাব এএইচএম বজলুর রহমান। তারপর এফএনএফ বাংলাদেশের পরিপ্রেক্ষিত এবং কার্যক্রম উপস্থাপন করেন সংস্থার কান্ট্রি রিপ্রেজেনটেটিভ জনাব ডক্টর নাজমুল হোসাইন।
সংলাপের এ পর্যায়ে ‘ময়মনসিংহের ভ‚মি, সমাজ ও স্বাস্থ্যসেবা: বর্তমান অবস্থা, চ্যালেঞ্জ ও উত্তরণের উপায়’ শীর্ষক মূল প্রবন্ধ/ কী-নোট উপস্থাপন করেন সমাজকর্মী ও গবেষক জনাব মোঃ শহিদুল ইসলাম। প্রবন্ধে জনাব মোঃ শহিদুল ইসলাম সংক্ষেপে ময়মনসিংহ জেলার ইতিহাস, ঐতিহ্য ও ভূ-আঞ্চলিক অবস্থান উল্লেখ করে জেলার বিভিন্ন সরকারি অধিদপ্তর কর্তৃক প্রদত্ত সেবাসমূহ বিশেষ করে স্বাস্থ্য সেবা ও ভূমি ব্যবস্থাপনার বর্তমান অবস্থা, অগ্রগতি এবং বিদ্যমান সমস্যা ও চ্যালেঞ্জসমূহ তুলে ধরেন।
পরবর্তীতে, আসপাডা পরিবেশ উন্নয়ন ফাউন্ডেশনের নির্বাহী পরিচালক, লায়ন আলহাজ¦ মোহাম্মদ আব্দুর রশীদ- এর সভাপতিত্বে অংশগ্রহণকারীগণ অতিথিবৃন্দ এবং প্যানেল আলোচকদের কাছে জেলার সরকারী ও বেসরকারি বিভিন্ন প্রতিষ্ঠানসমূহের সেবা; বিশেষ করে ভ‚মি ও স্বাস্থ্য সেবা প্রাপ্তির প্রক্রিয়া ও স্থানীয় পর্যায়ে মাদক, পর্যটন এলাকায় ও গণ পরিবহনে নারীদের যৌন হয়রানি, অবকাঠামোগত অব্যবস্থাপনা সম্পর্কে নানা প্রশ্ন করেন এবং সেবা প্রাপ্তির ক্ষেত্রে বিদ্যমান বিভিন্ন সমস্যা ও চ্যালেঞ্জসমূহ উল্লেখপূর্বক সমাধানের উপায় সম্পর্কে জানতে চান। পরে প্যানেল আলোচকগণ পর্যায়ক্রমে এসকল প্রশ্নের উত্তর দেন ও ব্যাখ্যা প্রদান করেন। অংশগ্রহণকারীদের বিভিন্ন প্রশ্নের জবাবে প্যানেল আলোচকগণ বলেন, …
উপস্থিত সংশ্লিষ্ট প্যানেল আলোচক বলেন, “আপনাদের উপস্থাপিত অভিযোগগুলো ময়মনসিংহ সিভিল সার্জন মহোদয়কে অবগত করা হবে এবং সে মোতাবেক সম্ভাব্য ব্যবস্থা গ্রহণের ব্যাপারে উদ্যোগ গ্রহণ করা হবে”। এছাড়া সমাজসেবা অধিদপ্তরের সেবা সমূহ পাওয়ার ক্ষেত্রে যদি কেউ সমস্যার সম্মুখীন হয় তাহলে অধিদপ্তরের সংশ্লিষ্ট কর্তৃপক্ষকে জানানোর জন্য বলা হয়।
সংলাপে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন জনাব ডক্টর আবদুল মালেক, প্রধান তথ্য কমিশনার, তথ্য কমিশন বাংলাদেশ। প্রধান অতিথির বক্তব্যে জনাব ডক্টর আবদুল মালেক বলেন- সকল শাসন সু-শাসন নয়। সংবাদ প্রকাশের ক্ষেত্রে সতর্কতা অবলম্বন করতে হবে, ভুল তথ্য প্রচার ও প্রদান থেকে বিরত থাকতে হবে। পাশাপাশি পর্যটন এলাকায় ও গণ পরিবহনে নারীদের যৌন হয়রানি প্রতিরোধ এবং তাৎক্ষনিক সমাধান পাওয়ার জন্য তিনি ৯৯৯ এ ফোন দেওয়ার পরমর্শ দেন।
সংলাপে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন ময়মনসিংহ সিটি করপোরেশনের মেয়র জনাব ইকরামুল হক টিটু বলেন, বাক-স্বাধীনতা, স্বচ্ছতা নিশ্চিত করা। বাংলাদেশ মহিলা পরিষদের সভাপতি জনাব মনিরা বেগম অনু বলেন জনগণের অধিকার সঠিকভাবে পেলে সুশান নিশ্চিত হবে। জনাব মো. ফরিদ আহমেদ (যুগ্ম-সচিব) পরিচালক বলেন জনগণের অধিকার বাস্তবায়নের জন্য আমরা নিরলসভাবে কাজ করছি।
জনাব পুলক কান্তি চক্রবর্তী, অতিরিক্ত জেলা প্রশাসক (সার্বিক) বলেন আপনারা নিয়মিত জাতীয় তথ্য বাতায়ন গিয়ে ময়মনসিংহ জেলা প্রশাসকের পোর্টাল থেকে সরকারি বিভিন্ন অধিদপ্তরের সেবা সম্পর্কে তথ্য পেতে পারবেন। ময়মনসিংহ জেলা প্রশাসকের পোর্টাল কেননা ৯০ ভাগ আপটেড এবং ১০০ ভাগ অথেনটিক । জেলা প্রশাসকের কার্যলয় থেকে কি কি সুবিধা পাওয়া যায় তার পাশাপাশি সংশ্লিষ্ট আইনগুলোও পোর্টালে দেওয়া থাকে এছাড়া জেলা প্রশাসকের পোর্টালের সাথে অন্যান্য গুরুত্বপূর্ণ অধিদপ্তরের লিংক দেয়া থাকে। জেলার অবকাঠামোগত উন্নয়ন পরিকল্পনা সম্পর্কে অংশগ্রহণকারীদের কবি ও সংস্কৃতি কর্মী জনাব স্বাধীন চৌধুরীর সঞ্চালনায় সংলাপে প্যানেল আলোচক হিসেবে ছিলেন- ময়মনসিংহ জেলা সমাজসেবা কার্যালয়ের উপপরিচালক জনাব আঃ কাইয়ুম, ময়মনসিংহ সদর ভূমি অফিসের সহকারী কমিশনার জনাব এইচ এম ইবনে মিজান, এবং ময়মনসিংহ সিভিল সার্জন অফিসের সিনিয়র স্বাস্থ্য শিক্ষা কর্মকর্তা জনাব সৈয়দ জাবেদ হোসেন।
এছাড়াও সংলাপে আরো উপস্থিত ছিলেন- বাংলাদেশ তথ্য কমিশনের মাননীয় প্রধান তথ্য কমিশনার মহোদয়ের একান্ত সচিব জনাব শাহাদাৎ হোসেইন, ময়মনসিংহ জেলা তথ্য অফিসের পরিচালক ও জেলা তথ্য কর্মকর্তা জনাব শেখ মোঃ শহীদুল ইসলাম সহ আরো অনেকে।
আশা করা হচ্ছে উক্ত সংলাপটি সুশাসন প্রতিষ্ঠায় সংশ্লিষ্ট সরকারী, বেসরকারী, স্বেচ্ছাসেবী ও ব্যক্তিগত সেবাদানকারী প্রভৃতি সকলের সক্রিয় ভ‚মিকা জোরালকরণ, স্থানীয় পর্যায়ে সংশ্লিষ্ট প্রতিষ্ঠানসমূহ স্ব-প্রণোদিত হয়ে তথ্য ও সেবা প্রদানে এবং তথ্য প্রদানকারী এবং তথ্যগ্রহণকারী উভয় পক্ষের মধ্যে একটি যোগসূত্র তৈরিতে সহায়ক ভ‚মিকা পালন করবে।
উল্লেখ্য বিএনএনআরসি একটি গণমাধ্যম উন্নয়ন বিষয়ক সংস্থা যা ২০০০ সালে আত্মপ্রকাশ করে এবং গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের মাননীয় প্রধানমন্ত্রীর কার্যালয়ের অধীন এনজিও বিষয়ক ব্যুরো থেকে নিবন্ধিত হয়। এটি জাতিসংঘের ইকোনোমিক এন্ড সোশ্যাল কাউন্সিল এর বিশেষ পরামর্শক মর্যাদা প্রাপ্ত সংস্থা এবং সংস্থাটি তথ্য সমাজ বিনির্মাণে অবদানের জন্য ওয়ার্ল্ড সামিট অন ইনফরমেশন সোসাইটি জাতিসংঘের পুরস্কার-২০১৬ এর বিজয়ী এবং ২০১৭ এবং ২০১৯, ২০২০, ২০২১ এবং ২০২৩- এর চ্যাম্পিয়ন ।
বিএনএনআরসি নলেজ-ড্রাইভেন মিডিয়া ডেভেলপমেন্ট-এর ভূমিকায় দেশীয় আঞ্চলিক, ও আন্তর্জাতিক পরিমÐলে কাজ করে থাকে। বিএনএনআরসির কর্মপ্রচেষ্টা হলো গ্রামীণ জনপদে বসবাসরত জনগোষ্ঠীর তথ্য অধিকার, সুশাসন এবং মানবাধিকার নিশ্চিত করার লক্ষ্যে বাংলাদেশে গণমাধ্যমের দ্রæত পরিবর্তনশীল বাস্তবতার চ্যালেঞ্জ এবং সুযোগ-সুবিধাসমূহ বিবেচনায় রেখে জ্ঞানভিত্তিক ও চলমান ইস্যু বিবেচনায় রেখে গণমাধ্যমের উন্নয়ন।
Social Dialogue on Good Governance Practices and the Right to Information Act 2009 was held in Mymensingh
18 July 2023, Mymensingh: To accelerate the process of empowerment of rural and local communities through wide and active participation and access to information in the implementation of Good Governance Practices and Right to Information Act-2009 A social dialogue was held in Mymensingh on “Improving the quality of life of the people through good governance practices and implementation of the Right to Information Act 2009”.
Organized by the Bangladesh NGOs Network for Radio and Communication (BNNRC) with the support of the Friedrich Neumann Foundation for Freedom Bangladesh (FNF Bangladesh), the dialogue brought together local government representatives, public and private officials, teachers, lawyers, representatives of civil society organizations, representatives of cultural organizations, NGOs A total of 45 people including representatives and media workers participated.
The dialogue was inaugurated by the Honorable Chief Information Commissioner of Bangladesh Information Commission Mr. Dr. Abdul Malek. He was present as the chief guest at the dialogue.
At the beginning of the program, AHM Bazlur Rahman, Chief Executive Officer of BNNRC, greeted everyone and discussed the objectives and goals of the dialogue. Then the country representative of the organization Dr. Najmul Hossain presented the perspective and activities of FNF Bangladesh.
At this stage of the dialogue, social activist and researcher Md. Shahidul Islam presented the main article/keynote titled ‘Land, Healthcare and other public issues: Current Status, Challenges and Ways of Transition’. In the article, Mr. Md. Shahidul Islam briefly mentioned the history, tradition and geo-regional location of Mymensingh district and highlighted the current status, progress and existing problems and challenges of the services provided by various government departments of the district, especially health services and land management.
Executive Director of ASPADA Environmental Development Foundation, Lion Alhaj¦ Mohamed Abdur Rashid chaired the program.
Dr. Abdul Malek, Chief Information Commissioner, Information Commission Bangladesh was present as the chief guest in the dialogue. In the speech of the chief guest, Dr. Abdul Malek said – all governance is not good governance. Care should be taken in publishing the news, and spreading and disseminating wrong information should be avoided. He also advised to call 999 to prevent sexual harassment of women in tourist areas and public transport and get immediate solutions.
The Mayor of Mymensingh City Corporation, Ikramul Haque Titu, was present as a special guest in the dialogue, said that freedom of speech and transparency should be ensured. President of Bangladesh Mahila Parishad Monira Begum Anu said that if the rights of the people are properly received then peace will be ensured. Md. Farid Ahmed (Joint Secretary) Director of Local Government, Divisional Commissioner office said we are working tirelessly to implement the rights of the people.
Pulak Kanti Chakraborty, Additional Deputy Commissioner (General) said that you can get information about the services of various government departments from the Mymensingh Deputy Commissioner’s portal by going to the national information regularly. Mymensingh District Commissioner’s portal because 90% updated and 100% authentic. Apart from the benefits available from the District Commissioner’s office, the related laws are also given on the portal, and links to other important departments are given with the Deputy Commissioner’s portal. Poet and cultural activist Swadheen Chowdhury moderated the dialogue as panel discussants – Mymensingh District Social Service Office Deputy Director A. Qayyum, Mymensingh Sadar Land Office Assistant Commissioner HM Ibne Mizan, and Mymensingh Civil Surgeon Office Senior Health Education Officer Syed Javed Hossain.
Shahadat Hossain, Private Secretary of the Honorable Chief Information Commissioner of Bangladesh Information Commission Bangladesh was present in the program.
It is hoped that the dialogue will help to strengthen the active role of all concerned government, private, voluntary and private service providers etc. in establishing good governance, self-motivated organizations at the local level to provide information and services and create a link between the parties providing information and receiving information.
BNNRC is a media development organization that was established in 2000 and is registered with the Bureau of NGO Affairs under the Office of the Honorable Prime Minister of the Government of the People’s Republic of Bangladesh. It is a special consultative organization of the United Nations Economic and Social Council and the organization is the winner of the World Summit on Information Society United Nations Award-2016 and the champion of 2017 and 2019, 2020, 2021 and 2023 for its contribution to building the information society.
BNNRC plays a role in knowledge-driven media development at national, regional, and international levels. BNNRC’s endeavors are to develop media based on knowledge and ongoing issues, taking into account the challenges and opportunities of the rapidly changing reality of media in Bangladesh with the aim of ensuring information rights, good governance and human rights of the people living in rural areas.
