বিটিআরসি ও বিআইজিএফ-এর দুই দিনব্যাপী বাংলাদেশ ইয়ুথ আইজিএফ সমাপ্ত

(বিআইজিএফ) যৌথ উদ্যোগে সিরডাপ অডিটোরিয়ামে দুই দিনব্যাপী বাংলাদেশ 2nd Youth IGF 2022 অনুষ্ঠিত হয়। সমাপনী অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন বিটিআরসির ডিরেক্টর জেনারেল অব সিস্টেমস অ্যান্ড সার্ভিসেস ব্রিগেডিয়ার জেনারেল মোঃ নাসিম পারভেজ, এনডিসি। ব্রিগেডিয়ার জেনারেল মোঃ নাসিম পারভেজ, এনডিসি উল্লেখ করেছেন যে বিটিআরসি আইএসপিগুলির মধ্যে
সমন্বয় বৃদ্ধি করে বিদেশী বিনিয়োগ আকৃষ্ট করতে “এক দেশ এক হার” চালু করেছে। স্থানীয় এবং প্রান্তিক ব্রডব্যান্ড ইন্টারনেট গ্রাহকদের স্বার্থ রক্ষা করুন। মোবাইল ইন্টারনেট ব্যবহারকারীর সংখ্যা সাধারণভাবে বেশি হলেও, ব্রডব্যান্ড ইন্টারনেট ব্যবহারকারীরা দেশের মোট ব্যান্ডউইথের ৫৮ শতাংশ।

বিটিআরসি টেলিযোগাযোগ সুবিধাবঞ্চিত এলাকায় ব্রডব্যান্ড সংযোগ, সুবিধাবঞ্চিত এলাকায় সরকারি প্রাথমিক বিদ্যালয়ে শিক্ষা ব্যবস্থার ডিজিটালাইজেশন, টেলিযোগাযোগের সম্প্রসারণ, মোবাইল প্রযুক্তি এবং প্রত্যন্ত, উপকূলীয় এলাকায় ইন্টারনেটভিত্তিক ডিজিটাল পোস্টাল সার্ভিস প্রকল্প বাস্তবায়ন করছে। হাওর ও পাহাড়ি এলাকা, দ্বীপ এলাকায় স্যাটেলাইট নেটওয়ার্ক প্রকল্প, হাওর ও দ্বীপে উচ্চ গতির মোবাইল
ব্রডব্যান্ড নেটওয়ার্ক স্থাপন এবং হাওর ও প্রত্যন্ত অঞ্চলের সুবিধাবঞ্চিত মানুষের জন্য টেলিযোগাযোগ সম্প্রসারণ কার্যক্রম। তিনি আশা প্রকাশ করেন যে উন্নয়ন উদ্যোগ বাংলাদেশে উন্নয়ন সংযোগ নিশ্চিত করবে।

ফয়সাল আহমেদ ভুবন, সদস্য-সচিব, YIGF বাংলাদেশ, বাংলাদেশ 2nd Youth IGF 2022 আপডেট নিয়ে আলোচনা করেছেন মোঃ তারেক মঈন উদ্দীন, ডিরেক্টর সেলস, অড্রা, ডটলাইন, জনাব সৈয়দা আম্বরিন রেজা, ডিরেক্টর, ই-কমার্স অ্যাসোসিয়েশন অব বাংলাদেশ (ই-ক্যাব)। বিশেষ অতিথি হিসাবে, জনাব রেজা সেলিম, ই-হেলথ কমিউনিকেশন রিচিং রুরাল, আমদের গ্রাম বিশেষজ্ঞ এর আগে, IGF প্রক্রিয়ায় সমস্ত যুবকদের সংযুক্ত করা – সকালে গ্রামীণ ও শহুরে অধিবেশন অনুষ্ঠিত হয়েছিল। সেশনটি পরিচালনা করেন ইঞ্জিনিয়ার মোঃ সাফায়েত হোসেন, অতিরিক্ত পরিচালক, আইকিউএসি এবং প্রধান, কম্পিউটার সায়েন্স অ্যান্ড ইঞ্জিনিয়ারিং (সিএসই), সিটি ইউনিভার্সিটি। জনাব নাজমুল হাসান মজুমদার, কো-চেয়ার, ইয়ুথ বাংলাদেশ ইয়ুথ ইন্টারনেট গভর্ন্যান্স ফোরাম, টিএলডি এক্সটেনশনের ডোমেইন
নেম এবং প্রসেস অফ সেফটি, সিকিউরিটি এবং জবাবদিহিতা সক্ষম করার বিষয়ে আলোচনা করেন। মিঃ শ্রীদীপ রায়মাঝি, প্রতিষ্ঠাতা, ইন্টারনেট গভর্নেন্স (নেপাল) কিভাবে ইন্টারনেট কর্পোরেশন ফর অ্যাসাইনড নেমস অ্যান্ড নাম্বারস (ICANN) এর সাথে যুক্ত জনাব মোহাম্মদ কাওসার উদ্দিন, জেনারেল সেক্রেটারি, ইন্টারনেট সোসাইটি বাংলাদেশ চ্যাপ্টার আলোচনা করেছেন কিভাবে ইন্টারনেট সোসাইটি (ISOC) এর সাথে যুক্ত হতে হয় জনাব মোহাম্মদ রেজাউল কবির, ডিরেক্টর প্রোডাক্ট, Audra, Dotlines আলোচনা করেন Audra সবার জন্য নিরাপদ ইন্টারনেট সরবরাহ করে।

অধিবেশনটি পরিচালনা করেন জনাব ইকবাল আহমেদ, চেয়ারম্যান, ফেলো সিলেকশন কমিটি, ইয়ুথ আইজিএফ বাংলাদেশ 2022 জনাব রিয়াদ হাসান বাদশা, কো-চেয়ার, বাংলাদেশ ইয়ুথ ইন্টারনেট গভর্নেন্স ফোরাম, সেশনটি পরিচালনা করেন যুব অনলাইন হাইজিন এবং ব্যক্তিগত নিরাপত্তার জন্য নিরাপত্তা, নিরাপত্তা এবং জবাবদিহিতা সুরক্ষিত ইন্টারনেট সার্ফিং সক্ষম করে। জনাব মোহাম্মদ মাকছুদুল আলম, সাইবার থ্রেট ইন্টেলিজেন্স অ্যান্ড সিকিউরিটি অপারেশন বিশেষজ্ঞ, BGD e-GOV CIRT DBBL-এর জনাব নাসিম পারভেজ সাইবার বুলিং নিয়ে আলোচনা করেন। বিশেষ অতিথি হিসেবে বক্তব্য রাখেন প্রফেসর মোস্তফা আজাদ কামাল, কোষাধ্যক্ষ, বাংলাদেশ উন্মুক্ত বিশ্ববিদ্যালয় ও সভাপতি, সেন্টার ফর ওপেন নলেজ (সিওকে) বাংলাদেশ। ড. মঞ্জুর-ই-খোদা তরফদার কোষাধ্যক্ষ, ফার ইস্ট ইন্টারন্যাশনাল ইউনিভার্সিটি যুব ক্ষমতায়ন এবং টেকসই উন্নয়ন লক্ষ্য সেশন জনাব হীরেন পণ্ডিত, প্রোগ্রাম সমন্বয়কারী, বিএনএনআরসি এবং কলামিস্ট
ও রিসার্চ ফেলো। এএইচএম বজলুর রহমান, পলিসি রিসার্চ ফেলো- চতুর্থ শিল্প বিপ্লবের যুগে মিডিয়া, বিনোদন ও সংস্কৃতি এবং BNNRC-এর সিইও আদ্দিস আবাবা ইথিওপিয়া- ইউএন আইজিএফ-এর রোড নিয়ে আলোচনা করেন।বিটিআরসি ও বিআইজিএফ র যৌথ উদ্যোগে ইন্টারনেট প্রশাসনে রাজধানী ঢাকার বাইরে গ্রামের তরুণদের অন্তর্ভূক্ত করার প্রত্যয় ব্যক্ত করার মধ্য দিয়ে শনিবার শেষ হলো দ্বিতীয় বাংলাদেশ ইয়্যুথ আইজিএফ। সব তরুণের অংশগ্রহণের মাধ্যমে আইওটি, ব্লকচেইন, ডাটা মাইনিং ও ডাটা গভর্নেন্স এর মতো এমার্জিং টেকনলোজি ব্যবহার করে গুড গভর্নেন্স, স্মার্ট সিটিজেন, স্মার্ট গভর্মেন্ট, স্মার্ট সোসাইটি ও ইসমার্ট ইকোনমি প্রতিষ্ঠার মাধ্যমে ২০৪১ সালে বাংলাদেশকে সত্যিকারের স্মার্ট বাংলাদেশ হিসেবে বিশ্বে প্রতিষ্ঠা করার অভিপ্রায় ব্যক্ত করেছেন অংশগ্রহণকারীরা। আয়োজকরা জানিয়েছেন, আগামী আইজিএফ ময়মনসিংহ কিংবা ঢাকার বাইরের কোনো জেলায় করা হবে। জেলা পর্যায়ে ছড়িয়ে দেয়া হবে এই
কার্যক্রম।

ইন্টারনেট প্রশাসনে রাজধানী ঢাকার বাইরে গ্রামের তরুণদের অন্তর্ভূক্ত করার প্রত্যয় ব্যক্ত করার মধ্য দিয়ে শনিবার শেষ হলো দ্বিতীয় বাংলাদেশ ইয়্যুথ আইজিএফ। সব তরুণের অংশগ্রহণের মাধ্যমে আইওটি, ব্লকচেইন, ডাটা মাইনিং ও ডাটা গভর্নেন্স এর মতো এমার্জিং টেকনলোজি ব্যবহার করে গুড গভর্নেন্স, স্মার্ট সিটিজেন, স্মার্ট গভর্মেন্ট, স্মার্ট সোসাইটি ও ইসমার্ট ইকোনমি প্রতিষ্ঠার মাধ্যমে ২০৪১ সালে বাংলাদেশকে সত্যিকারের স্মার্ট বাংলাদেশ হিসেবে বিশ্বে প্রতিষ্ঠা করার অভিপ্রায় ব্যক্ত করেছেন অংশগ্রহণকারীরা। আয়োজকরা জানিয়েছেন, আগামী আইজিএফ ময়মনসিংহ কিংবা ঢাকার বাইরের কোনো জেলায় করা হবে। জেলা পর্যায়ে ছড়িয়ে দেয়া হবে  এই কার্যক্রম।বিএনএনআরসি‘র সিইও এএইচএম বজলুর রহমানের সঞ্চালনায় সমাপনী দিনের শুরুতেই ইন্টারনেটে তারুণ্যের শক্তি ও অন্তর্ভূক্তির করতে নিজেদের চলমান কার্যক্রমের বিবরণ তুলে ধরেন ইয়্যুথ আইজিএফ সাধারণ সম্পাদক ফয়সাল আহমেদ ভূবন।

ডেটা খরচে অষ্টম লোয়েস্ট বাংলাদেশ প্রধান অতিথি ছিলেন ইউএন আইজিএফ বাংলাদেশের ফোকাল পয়েন্ট ও বিটিআরসি মহাপরিচালক
ব্রিগেডিয়ার জেনারেল নাসিম পারভেজ। বক্তব্যে ডিজিটাল বিভক্তি কমিয়ে আনার ওপর গুরুত্বারোপ করে তিনি বলেন, বিটিআরসি এখন ফেসিলেটর হিসেবে কাজ করছে। ইন্টারনেটকে ছড়িয়ে দিতে পলিসি তৈরির পাশাপাশি দেশের তরুণদের জন্য বেশি কিছু করতে আলোর দিকে এগিয়ে এসেছে। বিডি সিগ, ইয়্যুথ আজিএফ, ওমেন আইজিএফ ও কিডস আইজিএফ এর সঙ্গে অনেক দূর এগিয়ে দিতে চাই।

তিনি আরো বলেন, আমাদের এনইআইআর এর মতো উদ্ভাবনী সল্যুশন নিয়ে এখন নেপাল ও পাকিস্তান আগ্রহ প্রকাশ করেছে। এছাড়াও ২০২৫ সালের মধ্যে ব্রডব্যান্ড খরচ মাথাপিছু আয়ের ২ শাতংশের নিচে রাখতে ইউএন ব্রডব্যান্ড কমিশন যে লক্ষ্যমাত্রা বেধে দিয়েছিলো আমরা তা করতে সক্ষম হয়েছি। এক দেশ এক রেট বাস্তবায়নে শহর-গ্রামের বৈষম্য দূর করেছি। ফলে পৃথিবীর ১৯০টি  দেশের মধ্যে ডেটার খরচ কমের দিক দিয়ে পেছন থেকে অষ্টম বাংলাদেশ। তবে ইন্টারনেট মূল্য ফ্রি করে দেয়া হলে এর অপচয় হবে। অনুষ্ঠানে বিশেষ অতিথি ই-হেলথ বিশেষজ্ঞ ও আমাদের গ্রাম প্রতিষ্ঠাতা রেজা সেলিম, ফুডপ্যান্ডা সহ প্রতিষ্ঠাতা ও ই-ক্যাব পরিচালক সৈয়দা আম্বারিন রেজা। ইন্টারনেট বেসিক নিড আম্বারিন রেজা বলেন, ইন্টারনেট সবাইকে সংযুক্ত করে। তাই ইন্টারনেটকে নিরাপদ এবং এর সুশান নিশ্চিত করতে হলে তারুণ্যের ক্ষমতায়নের কোনো বিকল্প নেই।

এটা খাবারের মতো বেসিক নিড। এই দুই সুবিধাকে কাজে লাগিয়েই এখন দেশের ৬৪ জেলায় ‘হোমসেইফ’ গড়ে উঠেছে। তরুণরা ফ্রিল্যান্স রাইডিং এর মাধ্যমে অর্থনৈতিক ভাবে নিজেদের সমৃদ্ধ করছে। ফুডপ্যান্ডায় এমন অনেক তরুণ আছে যারা ঢাকায় এসে পার্টাইম রাইডিং করে পড়ালেখার খরচ চালাচ্ছে।  তাই ইন্টারনেট যতটা তরুণদের হাতের নাগালে আসবে দেশের অর্থনীতি ততবেশি চাঙ্গা হবে। ফেসবুক ৩৩ শতাংশ সময় নষ্ট করে ‘ইন্টারনেট মানেই সংযোগ বা কানেক্টিভিটি বলে মনে করি না’ উল্লেখ করে রেজা সেলিম বলেন, আমাদের যোগাযোগ দরকার। তবে কানেক্টিভিটি মানেই আমি ইন্টারনেট বা ইন্টারনেট সংযোগ বলে মনে করি না। ১৯৯৮ সালে যখন আমরা ডিজিটাল অপারচুনিটি টাস্কফোর্স তথা ডটফোর্স এবং গ্লোবাল নলেজ বা জিকে নিয়ে কাজ করতাম। আজ ইন্টারনেটের সুশাসনের পাশপাশি আমরা ব্যক্তিগত
তথ্যের গোপনীয়তা ও তথ্য সুরক্ষায় আন্দোলন করছি। এরই অংশ হিসেবে আমি আমার মোবাইল ফোন/সিম নিতে গিয়ে আমার আঙুলের ছাপ দেইনি। দেড় দুই মাস আগে আমার আঙুলের ছাপের নিরাপত্তা দেয়ার পর আমি ভোটার হয়েছি, এনআইডি পেয়েছি।

ফেসবুক সময় নষ্ট করে উল্লেখ করে তিনি বলেন, আমরা হিসাব করে দেখেছি ফেসবুক ৩৩ শতাংশ প্রোডাক্টিভ সময় নষ্ট হয়। তাই আমি আমার ফেসবুক বন্ধ রেখেছি। নলেজ সোসাইটি তৈরি করতে আমি আমার জ্ঞানগ্রাম তথা রামপালের শ্রীফলতলায় ৯৭ শতাংশ মানুষ কম্পিউটার জানে। অবসরে তারা দাবা খেলে। এখানে গত কয়েক বছরে কোনো ইভটিজিংয়ের কোনো ঘটনা নেই। নানা অভিমান করে তিনি ডাক ও টেলিযোগাযোগ মন্ত্রীর দৃষ্টি আকর্ষণ করে রেডিও লিংক এর মাধ্যমে ওয়ারলেস টাওয়ার করে গ্রামে ইন্টারনেট সেবা চালুর আবেদন করেন রেজা সেলিম। তিনি বলেন, মোস্তাফা জব্বারের কল্যাণে আমি আমার এলাকায় বিটিসিএল এর ১০০ এমবিপিএস ইন্টারনেট
পেয়েছি। সেইফ ইন্টারনেটে ১০ শতাংশ ইন্টারনেট বাঁচে মালোয়েশিয়ার নিজেদের অভিজ্ঞতা তুলে ধরে ‘ফ্যামিলি ইন্টারনেট সেফটি’ ব্যবহার করলে দেশে ১০ শতাংশ ব্যাড ট্রাফিক সেইভ হয়’ উল্লেখ করে গেস্ট অব অনার হিসেবে উপস্থিত ছিলেন অধরা ডটলাইন পরিচালক তারেক মঈনুদ্দীন বলে, এই হিসেবে যদি দিনে এক হাজার কোটি টাকার ব্যান্ডউইথ বাঁচবে। দুই দিনে মোট ৭টি সেশনের মাধ্যমে অনুষ্ঠান শেষে সাইবার কুটনীতিক হিসেবে সন পান মোছাঃ বৈশাখী খাতুন, মাসুম বিল্লাহ এবং প্রতিভা ব্যনার্জী। দুই দিনের ওয়াই আইজিএফ ২০২২ উপলক্ষে সেরা ভিডিও কনটেন্ট নির্মাতা হিসেবে সম্মাননা দেয়া হয়। এছাড়াও সম্মাননা দেয়া হয় ইয়্যুথ আইজএফ স্ট্যান্ডিং কমিটির চেয়ার ফয়সাল আহমেদ ভূবন, কো- চেয়ার রিয়াদ হোসেন বাদশা, নাজমুল হাসান মজুমদার, সৈয়দা তামিম জাহান রিপা, বিডি সিগ কার্যনির্বাহী কমিটির সদস্য আশরাফুর রহমান পিয়াস, ইউমেন আইজিএফ আহ্বায়ক ফরাহ মাহমুদ তৃণা, উপদেষ্টা কমিটির সদস্য হীরেন পণ্ডিত, ইকবাল আহমেদকে।

Two-day 2 nd Bangladesh Youth IGF of BTRC and BIGF concluded

Dhaka Saturday, August 27, 2022 :  The Bangladesh Youth IGF came to an end with the
participation of Internet experts at home and abroad for the 6th time. A two-day Bangladesh
YIGF was held at the joint initiative of the Bangladesh Telecommunication Regulatory
Commission (BTRC) and Bangladesh Internet Governance Forum (BIGF) at CIRDAP
Auditorium. BTRC Director General of Systems and Services Brigadier General Md. Nasim
Parvez, NDC was present as the Chief Guest while at the closing ceremony.

Brigadier General Md. Nasim Parvez, NDC mentioned the BTRC has introduced “one country
one rate” tariffs to attract foreign investment by increasing coordination among ISPs. Protect the interests of local and marginal broadband Internet customers. Although the number of mobile internet users, in general, is higher, broadband internet users account for 58 percent of the country’s total bandwidth.

BTRC is implementing broadband connectivity in telecommunication disadvantaged areas,
digitization of education system in government primary schools in disadvantaged areas,
expansion of telecommunications, mobile technology and internet-based digital postal service
projects in remote, coastal areas. Haor and hilly areas, satellite network projects in island areas,

the establishment of high-speed mobile broadband networks in haors and islands and
telecommunication expansion activities for underprivileged people in haor and remote areas. He hoped that development initiatives would ensure development connectivity in Bangladesh.

Earlier, Connecting All Youth in IGF process – Rural and Urban session was held in the
morning. The session was Moderated by Engineer Md. Safaet Hossain, Additional Director,
IQAC and Head, Department of Computer Science & Engineering (CSE), City University. Mr.
Nazmul Hasan Majumder, Co-Chair, Youth Bangladesh Youth Internet Governance Forum
discussed Enabling Safety, Security and Accountability Domain Name & Process of TLD
Extension discussed the issue. Mr. Shreedeep Rayamajhi, Founder, Learn Internet Governance (Nepal) How to engage with the Internet Corporation for Assigned Names and Numbers (ICANN) Mr. Mohammad Kawsar Uddin, General Secretary, Internet Society Bangladesh Chapter discussed How to Engage with Internet Society (ISOC) Mr. Mohammad Rezaul Kabir, Director Product, Audra, Dotlines discussed Audra delivers safe internet for all. The session was Moderated by Mr. Iqbal Ahmed, Chair, Fellow Selection Committee, Youth IGF Bangladesh 2022 Mr. Riad Hasan Badsha, Co-Chair, Bangladesh Youth Internet Governance Forum moderated the session Enabling Safety, Security and Accountability Secure Internet Surfing for Youth Online Hygiene & Personal Safety. Mr. Mohammad Makchudul Alam, Cyber Threat Intelligence and Security Operations Specialist, BGD e-GOV CIRT Mr. Nasim Parvez of DBBL discussed on Cyberbullying. Professor Mostafa Azad Kamal, Treasurer, Bangladesh Open University & President, Centre for Open Knowledge (COK) Bangladesh spoke as Special Guests.

Mr. Mohammad Abdul Haque Anu, Secretary General of Bangladesh Internet Governance
Forum welcomed the participants and gave a brief presentation on BDSIG. Certificates were
distributed to the participants at the closing ceremony. The second Bangladesh Youth IGF ended on Saturday with the joint initiative of BTRC and BIGF expressing their commitment to include the youth of villages outside the capital Dhaka in internet administration. The participants expressed their intention to establish Bangladesh as a truly smart Bangladesh in the world in 2041 by establishing Good Governance, Smart Citizen, Smart Government, Smart Society and Smart Economy by using emerging technologies like IoT, Blockchain, Data Mining and Data Governance through the participation of all the youth. The organizers said that the next IGF will be held in Mymensingh or any district outside Dhaka. This program will be spread at the district level.

Faisal Ahmed Bhuban, General Secretary of Youth IGF presented the details of their ongoing
activities to empower and integrate the youth on the Internet at the beginning of the closing day
moderated by BNNRC CEO AHM Bazlur Rahman. The Chief Guest was Brigadier General Nasim Parvez, Focal Point of UN IGF Bangladesh and Director General of BTRC. Emphasizing on bridging the digital divide in his speech, he said BTRC is now working as a facilitator. Apart from creating policies to spread the Internet, Alor has come forward to do more for the youth of the country. We want to go a long way with BD Sig, Youth AGF, Women IGF and Kids IGF. He also said that now Nepal and Pakistan have expressed interest in innovative solutions like our NEIR. We have also been able to meet the target set by the UN Broadband Commission to keep broadband spending below 2 percent of per capita income by 2025. We have removed the urban- rural disparity in the implementation of one country, one rate. As a result, among 190 countries in the world, Bangladesh is eighth behind in terms of data cost. However, if the internet price is made free, it will be a waste.

Syeda Ambarin Reza were special guests on the occasion. Internet Basic Need Amberin Reza said, Internet connects everyone. Therefore, there is no alternative to empowering the youth to ensure that the Internet is safe and healthy. It is a basic need like food. By utilizing these two facilities, ‘HomeSafe’ has been developed in 64 districts of the country. Youngsters are
enriching themselves economically through freelance riding. There are many young people in
