নিজস্ব প্রতিনিধি : জাপানের কিওটোতে গত ৮-১২ অক্টোবর থেকে অনুষ্ঠিত হচ্ছে ইন্টারনেট গভর্নেন্স ফোরাম ২০২৩ । ইন্টারনেট গভর্নেন্স ফোরাম ২০২৩ -এর উক্ত আয়োজনের সাথে সমন্বয়ন করে বাংলাদেশ ইন্টারনেট গভর্নেন্স ফোরাম এর উদ্যোগে আয়োজন করা হয় বাংলাদেশ রিমোট হাব। ইন্টারনেট গভর্নেন্স ফোরাম -এর এবারের আয়োজনে বাংলাদেশসহ বিশ্বের বিভিন্ন দেশে অনুষ্ঠিত হচ্ছে।
৪দিনের মোট ১৯টি সেশনে বাংলাদেশ রিমোট হাবে ১২৫ জন অংশগ্রহণকারী এই ব্যতিক্রমী ও আকর্ষণীয় আলোচনাগুলোতে অংশগ্রহণ করেন। বিএনএনআরসি-এর প্রধান নির্বাহী কর্মকর্তা এএইচএম বজলুর রহমান, বিআইজিএফ-এর সেক্রেটারি জেনারেল আব্দুল হক অনু ও বিডিসিগ এর সেক্রেটারি আশরাফ রহমান জাপানে অংশগ্রহণ করেন। উল্লেখ্যযোগ্য সেশনগুলো হলো-দ্য ইন্টারনেট উই ওয়ান্ট, আর্টফিশিয়াল ইন্টিলিজেন্স এন্ড ইমার্জিং টেক, মেজারিং জেন্ডার ডিজিটাল ইন-ইক্যুয়ালিটি ইন দ্য গ্লোবাল সাউথ, এথিকস আনবাউন্ড : এমপাওয়ারিং ডিজিটাল মাইন্ডস, প্রমোট নেক্সট-জেন ইন্টারনেট গভর্ন্যান্স ভায়া ইয়ুথ-লেড রিসার্চ, সাইবার-সিকিউরিটি, সাইবার-ক্রাইম এন্ড অনলাইন সেইফটি, ডিসকাসিং ইন্টারনেট গভর্ন্যান্স রিসার্চ ইন টাইম অফ ক্রাইসিস, হিউম্যান রাইটস্ ল এন্ড দ্য গ্লোবাল ডিজিটাল কমপ্যাক্ট, প্রোটেক্টিং চিলড্রেন অনলাইন উইথ ইমার্জিং টেকনোলজিস, ডিজিটাল ডিভাইডস্ এন্ড ইনক্লুশন, হার্নেসিং এআই ফর চাইল্ড প্রটেকশন, ওয়ার্ল্ড-ওয়াইড ওয়েব অফ ইয়ুথ : কো- অপারেশন ফর এনলাইটেনমেন্ট, দ্য নেচার অফ দ্য ইন্টারনেট : ডিফ্রেন্ট এপ্রোচেস্, ইয়ুথ-ড্রিভেন টেক্ : এমপাওয়ারিং নেক্সট-জেন ইনোভেটর্স, লেভারেজিং এআই টু সাপোর্ট জেন্ডার ইনক্লুসিভিটি, এক্সপ্লোরিং দ্য রিস্কস্ এন্ড রিওয়ার্ডস অফ জেনারেটিভ এআই।
বাংলাদেশ ইন্টারনেট গভর্নেন্স ফোরাম (বিআইজিএফ) জাতিসংঘের ইন্টারনেট গভর্নেন্স ফোরামের (ইউএনআইজিএফ) লক্ষ্য ও উদ্দেশ্যকে বাস্তবায়নের লক্ষ্যে কাজ করছে। বিআইজিএফ একটি মাল্টিস্টেকহোল্ডার প্ল্যাটফরম যা ইন্টারনেট গভর্নেন্স নিয়ে কাজ করে। এছাড়া প্রতিবছর বাংলাদেশ রিমোট হাব আয়োজনের মাধ্যমে তরুণ শিক্ষার্থীসহ অন্যান্য পেশাজীবীদের সক্ষমতা বৃদ্ধির লক্ষ্যে কাজ করছে।
১০ অক্টোবর ২০২৩ বাংলাদেশ রিমোট হাবের ২য় দিনে প্রথম অধিবেশনের পর বাংলাদেশ উইমেন ইন্টারনেট গভর্নেন্স ফোরাম সম্পর্কে একটি আলোচনা অনুষ্ঠিত হয়। এতে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন বাংলাদেশ উইমেনস ইন্টারনেট গভর্নেন্স ফোরামের উপদেষ্টা আফরোজা হক, এমপি এবং বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন সামাজিক ও নারী অধিকার কর্মী নিও নিও রাখাইন। বাংলাদেশ উইমেন ইন্টারনেট গভর্নেন্স ফোরামের ভাইস-চেয়ার সায়মা ইসরাইল -এর পরিচালনায় বাংলাদেশ উইমেন ইন্টারনেট গভর্নেন্স ফোরামের চেয়ারপারসন শামীমা আক্তার সেশনটি সভাপতিত্ব করেন।
ফোরামের উপদেষ্টা আফরোজা হক, এমপি তাঁর বক্তব্যে বলেন উন্নয়নের অর্ধেক অংশীদার হচ্ছে নারীরা । তাই তাদের জন্য ইন্টানেটের প্রবেশাধিকার নিশ্চিত করতে হবে। পাশাপাশি এর ব্যবহার, এর ভাল দিক ও ক্ষতিকর দিকগুলো সম্পর্ক সচেতনতা সৃষ্টি করতে হবে। তবে ইন্টানেটের ক্ষতিকর দিকটা নারীদের নিজেদেরই নিয়ন্ত্রণ করে এর লাভের দিকটা কাজে লাগিয়ে এগিয়ে যেতে হবে। বর্তমান চতুর্থ শিল্প বিপ্লবের যুগে নারীদের সাইবার জগতে নিরাপদ রাখার ক্ষেত্রে আর্টিফিশিয়াল ইন্টিলিজেশন-এর যত্রতত্র ব্যবহার নিয়ন্ত্রণ করতে হবে। আর এর জন্য নীতিমালা ও আইন প্রণয়ন এবং বাস্তবায়নের পাশাপাশি সামাজিক চুক্তি বর্তমান সমেয়র জন্য খুবই জরুরী।
আলোচনায় উইমেন ইন্টারনেট গভর্নেন্স ফোরামের চেয়ারপারসন শামীমা আক্তার বাংলাদেশ উইমেন ইন্টারনেট গভর্নেন্স ফোরামের লক্ষ্য – উদ্দেশ্য , কার্যক্রম, ফলাফল এবং ভবিষ্যত কর্মকৌশল উপস্থাপনা করেন। উপস্থাপনায় তিনি বলেন -বাংলাদেশ উইমেন ইন্টারনেট গভর্নেন্স ফোরাম ৮টি মূল প্রতিপাদ্যকে সামনে রেখে কাজ করছে । প্রতিপাদ্যগুলো হলো-মানবাধিকারে নারী, সামাজিক-সাংস্কৃতিক কাজে নারী, অর্থনীতিতে নারী, উন্নয়নে নারী, আইনে নারী, সাইবার নিরাপত্তায় নারী, এসডিজি-৫ এ নারী এবং স্মার্ট বাংলাদেশে নারী। ফোরামের কার্যক্রম আগামীতে দেশের ৬৪টি জেলার, ৪৯৫টি উপজেলার ৪৫৭৩টি ইউনিয়নের মোট ৮৭২২৩টি গ্রাম পর্যন্ত বিস্তৃত হবে বলে তিনি আশা ব্যক্ত করেন।
উল্লেখ্য বিআইজিএফ-এর আওতায় বাংলাদেশ ইয়ুথ ইন্টারনেট গভর্নেন্স ফোরাম, বাংলাদেশ উইমেন ইন্টারনেট গভর্নেন্স ফোরাম , বাংলাদেশ স্কুল অব ইন্টারনেট গভর্নন্স (বিডিসিগ), বাংলাদেশ কিডস্ এবং বাংলাদেশ পার্লামেন্টারিয়ানস্ ককাস অন ইন্টারনেট গভর্নেন্স, ডিজিটাল ইকোনোমি এন্ড মিডিয়া ডেভেলপমেন্ট নামে ৪টি আলাদা ফোরাম সফলতার সাথে পরিচালিত হচ্ছে।
Bangladesh Remote Hub-UNIGF-2023
The 18th annual meeting of the Internet Governance Forum hosted by the Government of Japan in Kyoto from 8 to 12 October 2023. The Forum’s overarching theme is: “The Internet We Want – Empowering All People”.
The participants from Bangladesh were present online in Dhaka while a group of 3 participants AHM Bazlur Rahman, CEO, BNNRC, Md. Abdul Haque Anu, Secretary General, BIGF and Ashraf Rahman, Secretary bdSIG participated directly on-site in Kyoto, Japan. Bangladesh Remote Hub has been held in Dhaka in collaboration with the Bangladesh Internet Governance Forum (BIGF). A large number of remote hubs from all over the world including Bangladesh have participated in this years meeting of the Internet Governance Forum.
However, in this four-day-long annual meeting of IGF Remote Hub 2023, 35 participants were present every day and observed a total of 19 Sessions. Among these interesting discussions, some noteworthy sessions are:
Measuring Gender Digital Inequality in the Global South, Ethics Unbound: Empowering Digital Minds, Promote next-gen Internet governance via youth-led research, Cybersecurity, cybercrime, and online safety, Discussing Internet Governance research in time of crisis, Human Rights Law and the Global Digital Compact, Protecting children online with emerging technologies, Digital divides & Inclusion, Harnessing AI for Child Protection, Worldwide Web of Youth: Cooperation for Enlightenment, What is the nature of the internet? Different Approaches, Youth-Driven Tech: Empowering Next-Gen Innovators, Leveraging AI to Support Gender Inclusivity and Exploring the Risks and Rewards of Generative AI Bangladesh Internet Governance Forum (BIGF) is working to implement the goals and objectives of the United Nations Internet Governance Forum (UNIGF). BIGF is a multistakeholder platform working on
Internet governance. Besides, every year Bangladesh is working to increase the capacity of young students and other professionals by organizing Remote Hub.
On 10 October 2023, a discussion about Bangladesh Womens Internet Governance Forum was held after the first session on the 2nd day of Bangladesh Remote Hub. The Advisor of Bangladesh Women’s Internet Governance Forum Ms. Afroza Haque, MP was present as the chief guest and Ms. Nyo Nyo Rakhine, social and women’s rights activist was present as a special guest. The Chairperson of Bangladesh Womens Internet Governance Forum Ms. Shamima Akhter chaired the session while the session was being moderated by Ms. Saima Israel, the Vice-Chair of Bangladesh Womens Internet Governance Forum.
Forum advisor Ms. Afroza Haque, MP said in her speech that – women are half of the development partners. So, they need to ensure their right to internet access. Besides, its use and its good and bad aspects awareness should be formed. However, the harmful side of the Internet should be controlled by women themselves and they should use its benefits to move forward. In todays era of the fourth revolution, the use of artificial intelligence should be regulated to keep women safe in the cyber world.
For this policy and legislation formulation and implementation as well as social contract is very
important for the present time. In the discussion, the Chairperson of the Women Internet Governance Forum, Ms. Shamima Akhter presented the aims, objectives, activities, results and future strategies of Bangladesh Women Internet Governance Forum.
In the presentation, she said – the Bangladesh Women Internet Governance Forum is working with 8 main themes. The themes are – Women in Human Rights, Women in Socio-Cultural Work, Women in Economics, Women in Development, Women in Law, Women in Cyber Security, Women in SDG-5 and Women in Smart Bangladesh. She expressed her hope that the activities of Bangladesh Womens Internet Governance Forum will expand to 87,223 villages 4,573 unions of 64 districts, and 495 upazilas of the country in the future.
It should be noted that under BIGF, 4 separate forums namely Bangladesh Youth Internet Governance Forum, Bangladesh Women Internet Governance Forum, Bangladesh School of Internet Governance (bdSIG), Bangladesh Kids and Bangladesh Parliamentarians Caucus on Internet Governance, Digital Economy and Media Development are being conducted successfully.
