পারমানবিক স্থাপনার ভৌত সুরক্ষা বিষয়ক প্রশিক্ষণ গ্রহণ করলো বাংলাদেশ সেনাবাহিনী

বিডি২৪ভিউজ ডেস্ক : Moscow, 9th July 2021– বাংলাদেশ সেনাবাহিনীর একটি প্রতিনিধি দলের জন্যে দুই সপ্তাহ ব্যাপী “পারমানবিক স্থাপনার ভৌত সুরক্ষা” বিষয়ক প্রশিক্ষণ কোর্স পরিচালনা করেছেন রোসাটমের টেকনিক্যাল একাডেমী গ্লোবাল নিউক্লিয়ার সেফটি এন্ড সিকিউরিটি ইন্সটিউট (জিএনএসএসআই) এর বিশেষজ্ঞগন । প্রশিক্ষনে বাংলাদেশ সেনাবাহিনীর কর্মকর্তাদের নেতৃত্ব দেন ব্রিগেডিয়ার জেনারেল আবদুল্লাহ আল ইউসুফ । প্রশিক্ষনার্থীগণ পারমানবিক স্থাপনার ভৌত অবকাঠামোর সুরক্ষা ব্যাবস্থা উন্নয়ন ও বাস্তবায়ন এবং এ বিষয়ক আন্তর্জাতিক দলিল সংক্রান্ত তথ্য গ্রহন করেন ।

২০২০ সাল থেকে বাংলাদেশ সেনাবাহিনী দেশে রূপপুর পারমানবিক বিদ্যুৎ কেন্দ্রের ভৌত অবকাঠামোর সুরক্ষার দায়িত্বে নিয়োজিত, রাশিয়ান কোম্পানী জেএসসি এফসিএস এন্ড এইচটি “এসএনপিও এলেরনের সাথে কাজ করছে ।

প্রশিক্ষন কোর্সের শুরুতেই রাশিয়ার বাহিরে রোসাটম স্টেট কর্পোরেশনের পারমানবিক স্থাপনার নিরাপত্তা বিভাগের বিদেশী প্রকল্প শাখার প্রধান মিস রুসলানা কুর্দিওমোভা।তিনি উল্লেখ করেন যে বর্তমানে রাশিয়া ও বাংলাদেশের দ্বিপাক্ষিক সহযোগীতা নতুন মাত্রা পেয়েছে , এবং রূপপুর পারমানবিক বিদ্যুৎ কেন্দ্র নির্মানের ধারাবাহিকতায় অংশীদারিত্বের ভিত্তিতে সংগত কারনেই কর্মকর্তাদের প্রশিক্ষন দে্যা হচ্ছে ।

তাত্ত্বিক প্রশিক্ষনের পাশাপাশি প্রশিক্ষনার্থীগন রোসাটমের টেকনিক্যাল একাডেমীর স্পেশাল ট্রেনিং গ্রাউন্ড ও গবষনাগারে বিভিন্ন ব্যাবস্থা ও ভৌত সুরক্ষার জন্যে ব্যাবহৃত বিভিন্ন যন্ত্রাংশের সাহয্যে বেশ কয়েকটি ব্যাবহারিক কাজেও অংশ নেয় । এর মাধ্যমে বাংলাদেশের সেনাবাহিনীর কর্মকর্তাগণ পারমানবিক বিদ্যুৎ কেন্দ্রের ভৌত সুরক্ষা ব্যা্বস্থা তৈরীর প্র্ত্যেকটি ধাপ সম্পর্কে সামগ্রিক জ্ঞান এবং অভিজ্ঞতা লাভ করে , যা এই প্রশিক্ষনের মুল উদ্দ্যেশ্য ।

বাংলাদেশ সেনাবাহিনীর ব্রিগেডিয়ার জেনারেল আবদুল্লাহ আল ইউসুফ বলেন “বর্তমানে রূপপুর পারমানবিক বিদ্যুৎ কেন্দ্র নির্মানাধীন অবস্থায় আছে, আমাদের প্রশিক্ষন ম্যাটেরিয়াল টি সম্পুর্নরুপে আয়ত্ব করতে হবে, এর নকশা প্রনয়ন থেকে শুরু করে বিদ্যুৎ কেন্দ্রটির কমিশনিং পর্যন্ত। আগামী দিন গুলোতে যে কাজ আমাদের করতে তাই রোসাটমের টেকনিক্যাল একডেমী কর্তৃক পরিচালিত এই প্রশিক্ষনের মূল লক্ষ্য । এই কোর্সের অন্যাতম একটি বৈশিষ্ট্য হোলো ব্যাবহারিক দক্ষতা লাভ । আমাদের পুরো দল অত্যন্ত একে অত্যন্ত গুরুত্ব সহকারে গ্রহন করছে এবং তারা যতটুকু সম্ভব শেখার চেষ্টা করছে যাতে এই জ্ঞান ভবিষ্যতে ভৌত অবকাঠামো সুরক্ষায় তা ব্যাবহার করা যায় ।

A Training Course on Physical Protection of Nuclear Facilities for the Bangladesh Army has been completed

bd24views desk : Moscow, 9^th July 2021–Experts of the Global Nuclear Safety and Security Institute (GNSSI) of the Technical Academy of Rosatom conducted a two-week training course “Physical Protection of Nuclear Facilities” for representatives of the Army of the People’s Republic of Bangladesh. During the course, officers led by Brigadier General of the Bangladesh Army Abdullah Al Yusuf received the information on the developing and implementation of the physical protection system of nuclear facilities, raised awareness on the main international documents.

Since 2020, the Bangladesh Army is responsible for developing a physical protection system for the first nuclear power plant in the country, engaging as a contractor the Russian company JSC FCS&HT ” SNPO “Eleron”.

This training course was opened by welcome remarks from the Head of the Division for Support of Overseas Projects of the Department for Ensuring the Security of the Facilities built by the Rosatom State Corporation outside of Russia Ms Ruslana Kurdyumova. She emphasized that at present the cooperation between the Russian Federation and the People’s Republic of Bangladesh has reached a brand new level, and partnership in the field of personnel training is a logical continuation of the overall work on the construction of the Rooppur NPP.

In addition to lectures, the participants did a lot of practical work with various systems and devices of physical protection at a special training ground and in laboratories of the integrated technical components of physical protection of the Technical Academy of Rosatom. As an ultimate objective of this training, the experts from the Bangladesh Army received comprehensive knowledge and experience that allow better understand the unique features of each phase of building a physical protection system for nuclear power plants.

“At present, the Rooppur NPP is under construction, and we need to master the full scope of training materials: from the design phase to the commissioning of the NPP. This course that was offered by the Rosatom Technical Academy is focused precisely on the work we have to deal with in the coming years. The key aspect is to obtain practical skills. Our entire team is very serious and strives to learn as much as possible in order to use the knowledge gained in our further activities in physical protection” said Brigadier General of Bangladesh Army Abdullah Al Yusuf.
