মোট ৩৫জন জাতীয় ও আঞ্চলিক/স্থানীয় পর্যায়ের দৈনিক পত্রিকা, অনলাইন নিউজ পোর্টাল ও টেলিভিশন চ্যানেল ও জেলা প্রেস ক্লাবের প্রতিনিধি, জেলা তথ্য কর্মকর্তা, জেলা প্রাথমিক শিক্ষা কর্মকর্তা, উপজেলা যুব উন্নয়ন কর্মকর্তা, শিশু বিষয়ক কর্মকর্তা, জেলা কালচারাল অফিসার অফিসার, দুর্নীতি দমন প্রতিরোধ কমিটি’র সদস্য, শিক্ষক, সাংস্কৃতিক কর্মী, আইনজীবী এবং নাগরিক সমাজ সংগঠনের প্রতিনিধি অংশগ্রহণ করেন।
অনুষ্ঠানের শুরুতে সকলকে শুভেচ্ছা জানিয়ে প্রশিক্ষণের উদ্দেশ্য ও লক্ষ্য আলোচনা করেন বিএনএনআরসি’র সমন্বয়ক হীরেন পন্ডিত। এ সময় এফএনএফ বাংলাদেশের প্রেক্ষিত এবং কার্যক্রম উপস্থাপন করেন সংস্থার প্রোগ্রাম ম্যানেজার জনাব ওমর মোস্তাফিজ। প্রশিক্ষণে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন জনাব দেওয়ান মাহবুবুর রহমান, ডেপুটি কমিশনার এবং জেলা ম্যাজিস্ট্রেট, নোয়াখালী এবং বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন জনাব আব্দুল ওয়াদুদ পিন্টু, চেয়ারম্যান, নোয়াখালী জেলা পরিষদ। প্রশিক্ষণ কর্মশালার উদ্বোধনী অনুষ্ঠানে প্রধান অতিথি জেলা প্রশাসক দেওয়ান মাহবুবুর রহমান বলেন, তথ্যের প্রবেশাধিকার সকল নাগরিকের অধিকার। এই প্রবেশাধিকারের মাধ্যমে তথ্য ভান্ডার উন্মুক্ত হয়, রাষ্ট্রের প্রশাসনিক কর্মকাণ্ডের জবাবদিহিতা নিশ্চিত হয়। এই স্বচ্ছতার মাধ্যমে সুশাসন টেকসই হয়।
প্রশিক্ষণার্থীদের উদ্দেশ্যে বলেন, তথ্য নিয়ে মূলত সাংবাদিকরাই বেশি কাজ করেন। তিনি নোয়াখালী অঞ্চলের সব ধরনের তথ্য পাওয়ার অধিকার নিশ্চিত করতে সহযোগিতার আশ্বাস দেন।
বিশেষ অতিথি জেলা পরিষদের চেয়ারম্যান আবদুল ওয়াদুদ পিন্টু বলেন, তথ্যে প্রবেশাধিকার বিষয়ক প্রশিক্ষণ কর্মশালার মাধ্যমে গণমাধ্যম কর্মী ও সকল শ্রেণী-পেশার মানুষের জানার পরিধি আরো বেড়ে যাবে, এতে রাষ্ট্রের সুশাসন আরো দৃঢ় হবে। তিনি এরকম একটি বিষয় নিয়ে প্রশিক্ষণ কর্মশালা আয়োজনের জন্য আয়োজক সংস্থাকে ধন্যবাদ জানান।
প্রশিক্ষণটি পরিচালনা করেন জনাব ড. মো: আ: হাকিম, পরিচালক (গবেষণা, প্রকাশনা ও প্রশিক্ষণ), তথ্য কমিশন। তিনি তথ্য অথিকার আইন-২০০৯ সম্পর্কে অংশগ্রহণকারীদের ধারনা যাচাই (প্রি-টেস্ট)-এর মাধ্যমে প্রশিক্ষনের সেশন শুরু করেন। এরপর তিনি তথ্য এবং তথ্য অধিকারের সংজ্ঞা, তথ্য অধিকারের গুরুত্ব , তথ্য প্রবেশে সুবিধা, তথ্য অধিকার আইন ২০০৯: পটভূমি এবং মৌলিক সমস্যা,তথ্য অধিকার আইন ২০০৯ এর মূল বৈশিষ্ট্য, তথ্য অধিকারের আইনগত ভিত্তি এবং পদ্ধতি, তথ্য অধিকার আইনের ব্যবহারিক নির্দেশিকা, তথ্য খোঁজা এবং প্রাপ্তির প্রক্রিয়া / পদক্ষেপ ইত্যাদি সম্পর্কে পর্যায়ক্রমে আলোচনা করেন। মধ্যাহ্ন ভোজের বিরতির পর প্রশিক্ষণার্থীদের দিয়ে তথ্য প্রাপ্তির আবেদনপত্র পূরণ করার মাধ্যমে প্রশিক্ষণের দ্বিতীয় সেশনে শুরু হয়। এরপর জনাব হাকিম, আপিল এবং অভিযোগ-এর নিয়ামাবলী, তথ্য অধিকার আইন ২০০৯-এর কার্যক্রম: অভিযোগ এবং নিষ্পত্তি, তথ্য পাওয়ার অধিকার, তথ্য অবমুক্তকরণ, তথ্য অধিকারের চ্যালেঞ্জ এবং
সীমাবদ্ধতা এবং তথ্য অধিকার এবং সুশাসনের মধ্যে সম্পর্ক বিস্তারিতভাবে আলোচনা করেন। আলোচনা পরবর্তী তিনি পোস্ট-টেস্ট-এর মাধ্যমে আবার অংশগ্রহণকারীদের ধারনা যাচাই করেন। পরবর্তীতে উন্মুক্ত প্রশ্ন-উত্তর পর্ব এবং সমাপনী বক্তব্যের মাধ্যমে প্রশিক্ষণটির সমাপ্তি ঘোষণা করা হয়।
আশা করা হচ্ছে প্রশিক্ষণটি গ্রহণ করার মাধ্যমে অংশগ্রহণকারীগণ তথ্য অধিকার আইন প্রয়োগে উৎসাহিত হবেন, সংশ্লিষ্ট স্থানীয় প্রতিষ্ঠানসমূহ স্ব-প্রণোদিত হয়ে তথ্য প্রদানে সচেষ্ট হবে এবং তথ্য প্রদানকারী ও তথ্যগ্রহণকারী উভয় পক্ষের মধ্যে একটি যোগসূত্র গড়ে উঠবে।
উল্লেখ্য বিএনএনআরসি একটি গণমাধ্যম উন্নয়ন (Media Development) বিষয়ক সংস্থা যা ২০০০ সালে আত্ম প্রকাশ করে এবং গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের মাননীয় প্রধানমন্ত্রীর কার্যালয়ের অধীন এনজিও বিষয়ক ব্যুরো থেকে নিবন্ধিত। এটি জাতিসংঘের ইকোনোমিক এন্ড সোশ্যাল কাউন্সিল এর বিশেষ পরামর্শক মর্যাদা প্রাপ্ত সংস্থা এবং সংস্থাটি তথ্য সমাজ বিনির্মাণে অবদানের জন্য ওয়ার্ল্ড সামিট অন ইনফরমেশন সোসাইটি জাতিসংঘের পুরস্কার-২০১৬ এর বিজয়ী এবং ২০১৭ এবং ২০১৯, ২০২০, ২০২১ এবং ২০২৩- এর চ্যাম্পিয়ন । বিএনএনআরসি নলেজ-ড্রাইভেন মিডিয়া ডেভেলপমেন্ট-এর ভূমিকায় দেশীয় আঞ্চলিক, ও আন্তর্জাতিক পরিমÐলে কাজ করে থাকে। বিএনএনআরসির কর্মপ্রচেষ্টা হলো গ্রামীণ জনপদে বসবাসরত জনগোষ্ঠীর তথ্য অধিকার, সুশাসন এবং মানবাধিকার নিশ্চিত করার লক্ষ্যে বাংলাদেশে গণমাধ্যমের দ্রুত পরিবর্তনশীল বাস্তবতার চ্যালেঞ্জ এবং সুযোগ-সুবিধাসমূহ বিবেচনায় রেখে জ্ঞানভিত্তিক ও চলমান ইস্যু বিবেচনায় রেখে গণমাধ্যমের উন্নয়ন।
Training on the implementation of the Right to Information Act 2009 was held in Noakhali
A day-long training on ‘Improving the quality of life of the people through the implementation of the Right to Information Act 2009; was held today July 11, 2023, in Noakhali with the aim of widening and active participation of the rural community in the implementation of the Right to Information Act-2009 and accelerating their empowerment process through access to information. A total of 35 representatives of national and regional/local level dailies, online news portals and television channels and district press clubs participated in this training organized by Bangladesh NGOs Network for Radio and Communication (BNNRC), with the support of Friedrich Neumann Foundation for Freedom Bangladesh (FNF Bangladesh). District Information Officer, District Primary Education Officer, Upazila Youth Development Officer, Child Affairs Officer, District Cultural Officer, members of the Anti-Corruption Committee, teachers, cultural workers, lawyers and representatives of civil society organizations participated. At the beginning of the program Mr. Hiren Pandit, Coordinator of BNNRC greeted everyone and discussed the objectives and goals of the training. At this time, Mr. Omar Mostafiz, the programme manager of the organization, presented the vision and activities of FNF Bangladesh.
The training was attended by Mr. Dewan Mahbubur Rahman, Deputy Commissioner and District Magistrate, Noakhali as chief guest and Mr. Abdul Wadud Pintu, Chairman, Noakhali Zilla Parishad as special guest respectively. Deputy Commissioner Dewan Mahbubur Rahman, the chief guest at the opening ceremony of the training workshop, said that access to information is the right of all citizens. This access opens up the source of information, ensuring accountability for the administrative actions of the state. Good governance is sustained through this transparency. He told the trainees that mainly journalists work more with information. He assured cooperation to ensure the right of the Noakhali region to get all kinds of information. Special guest Zilla Parishad Chairman Abdul Wadud Pintu said, through the training workshop on access to information, the scope of knowledge of media workers and people of all classes and professions will increase, thereby the good governance of the state will be strengthened. He thanked the organizing organization for organizing the training workshop on such a topic.
The training was facilitated by Mr. Dr. Md. A Hakim, Director (Research, Publication and Training), Information Commission. He started the training session by checking the participants& ; understanding of the Data Protection Act-2009. He then discussed the definition of information and the right to information, the importance of the right to information, ease of access to information, the Right to information act 2009: background and basic issues, salient features of the Right to information act 2009, legal basis and procedure of right to information, practical guide to right to information act, finding information and Discusses step by step about the process/ steps etc. of obtaining. After the lunch break, the second session of the training started with the trainees filling up the data collection form. Mr. Hakim then elaborated on the Rules of Appeals and Grievances, Proceedings of the RTI Act 2009: Complaints and Redressal, Right to Information, Disclosure of Information, Challenges and Limitations of Right to Information and the Relationship between the Right to Information and Good Governance. After the discussion, he again checked the ideas of the participants through a post-test. Later, the training was concluded with an open question-and-answer session and closing remarks.
It is hoped that by taking the training, the participants will be encouraged to apply the Right to Information Act, the concerned local institutions will be self-motivated to provide information and a link will be developed between the parties providing the information and receiving the information. BNNRC is a media development organization that was established in 2000 and is registered with the Bureau of NGO Affairs under the Office of the Honorable Prime Minister of the Government of the Peoples Republic of Bangladesh. It is a special consultative organization of the United Nations Economic and Social Council and the organization is the winner of the World Summit on Information Society United Nations Award-2016 and the champion of 2017 and 2019, 2020, 2021 and 2023 for its contribution to building the information society. BNNRC plays a role in knowledge-driven media development at national, regional, and international levels. BNNRC;s endeavors are to develop media based on knowledge and ongoing issues, taking into account the challenges and opportunities of the rapidly changing reality of media in Bangladesh with the aim of ensuring information rights, good governance and human rights of the people living in rural areas.
