নিজস্ব প্রতিনিধি : সুশাসন চর্চা ও অধিকার আইন-২০০৯ -এর প্রয়োগে গ্রামীণ জনগোষ্ঠীর ব্যাপক এবং সক্রিয় অংশগ্রহণ তথা তথ্যে প্রবেশাধিকারের মাধ্যমে তাদের ক্ষমতায়ন প্রক্রিয়াকে ত্বরান্বিতকরণ এবং সরকারি-বেসরকারি প্রতিষ্ঠানসমূহের কর্মকান্ডে সমন্বয় ও জবাবদিহিতা অধিকতর বৃদ্ধি করার লক্ষ্য আজ ১২ জুলাই ২০২৩ নোয়াখালীতে অনুষ্ঠিত হল সুশাসন চর্চা ও তথ্য অধিকার আইন ২০০৯ বিষয়ক এক সামাজিক সংলাপ।

বাংলাদেশ এনজিওস নেটওয়ার্ক ফর রেডিও এন্ড কমিউনিকেশন (বিএনএনআরসি), ফ্রিডরিখ ন্যাউম্যান ফাউন্ডেশন ফর ফ্রিডম বাংলাদেশ (এফএনএফ বাংলাদেশ)-এর সহায়তায় অনুষ্ঠিত এই সংলাপে স্থানীয় সরকার প্রতিনিধি, সরকারি- বেসরকারি কর্মকর্তা, শিক্ষক, আইনজীবী, নাগরিক সমাজ সংগঠনের প্রতিনিধি, সাংস্কৃতিক সংগঠনের প্রতিনিধি, এনজিও প্রতিনিধি, গণমাধ্যমকর্মীসহ মোট ৩৫জন অংশগ্রহণ করেন।

অনুষ্ঠানের শুরুতে সকলকে শুভেচ্ছা জানিয়ে সংলাপের উদ্দেশ্য ও লক্ষ্য আলোচনা করেন বিএনএনআরসি’র সমন্বয়ক জনাব হীরেন পন্ডিত। এ সময় এফএনএফ বাংলাদেশের পরিপ্রেক্ষিত এবং কার্যক্রম উপস্থাপন করেন সংস্থার প্রোগ্রাম ম্যানেজার জনাব ওমর মোস্তাফিজ। সংলাপের এ পর্যায়ে ‘ নোয়াখালীর ভূমি, সমাজ ও স্বাস্থ্যসেবা: বর্তমান অবস্থা, চ্যালেঞ্জ ও উত্তরণের উপায়’ শীর্ষক মূল প্রবন্ধ/ কী নোট উপস্থাপন করেন জনাব ফয়জুল ইসলাম জাহান, জেলা প্রতিনিধি, বাংলানিউজ টোয়েন্টিফোরডটকম, নোয়াখালী। প্রবন্ধে জনাব ফয়জুল ইসলাম সংক্ষেপে নোয়াখালী জেলার ইতিহাস, ঐতিহ্য ও ভূ-আঞ্চলিক অবস্থান উল্লেখ করে জেলার বিভিন্ন সরকারি অধিদপ্তর কর্তৃক প্রদত্ত সেবাসমূহ বিশেষ করে স্বাস্থ্য সেবা ও ভূমি ব্যবস্থাপনার বর্তমান অবস্থা, অগ্রগতি এবং বিদ্যমান সমস্যা ও চ্যালেঞ্জসমূহ তুলে ধরেন।

পরবর্তীতে প্রফেসর কাজী মো. রফিক উল্যাহ, সাবেক অধ্যক্ষ নোয়াখালী সরকারি বিশ্ববিদ্যালয় কলেজ- এর সভাপতিত্বে অংশগ্রহণকারীগণ অতিথিবৃন্দ এবং প্যানেল আলোচকদের কাছে জেলার সরকারী- বেসরকারি বিভিন্ন প্রতিষ্ঠানসমূহের সেবা বিশেষ করে ভূমি ও স্বাস্থ্য সেবা প্রাপ্তির প্রক্রিয়া ও স্থানীয় পর্যায়ে মাদক, পর্যটন এলাকায় ও গণ পরিবহনে নারীদের যৌন হয়রানি, অবকাঠামোগত অব্যবস্থাপনা সম্পর্কে নানা প্রশ্ন করেন এবং সেবা প্রাপ্তির ক্ষেত্রে বিদ্যমান বিভিন্ন সমস্যা ও চ্যালেঞ্জসমূহ উল্লেখ্যপূর্বক সমাধানের উপায় সম্পর্কে জানতে চান। পরে প্যানেল আলোচকগণ পর্যায়ক্রমে এসকল প্রশ্নের উত্তর দেন ও ব্যাখ্যা প্রদান করেন। অংশগ্রহণকারীদের বিভিন্ন প্রশ্নের জবাবে প্যানেল আলোচকগণ বলেন, আমাদের সাধারন জনগণ মূলত কোন প্রতিষ্ঠান থেকে কোন সেবা দেওয়া হয় এবং সে সেবা প্রাপ্তির প্রক্রিয়া সম্পর্কে না জানার জন্য অনেক ধরনের হয়রানির শিকার হন এবং তাদের অতিরিক্ত অর্থ প্রদান করতে হয় ।

তাই সেবা গ্রহণকারীদের উচিত অবশ্যই নিজ দায়িত্বে সংশ্লিষ্ট অধিদপ্তর কিংবা প্রতিষ্ঠানের প্রদানকৃত সেবাসমূহের তালিকা তথা সিটিজেন চার্টার বা নাগরিক সনদ দেখা । এছাড়া সরকারি হাসপাতালে স্বাস্থ্য সেবা প্রাপ্তি ও অব্যবস্থাপনাকে এটি বৃহত্তর সমস্যা হিসেবে অভিহিত করে উপস্থিত সংশ্লিষ্ট প্যানেল আলোচক বলেন আপনাদের উপস্থাপিত অভিযোগগুলো নোয়াখালী সিভিল সার্জন মহোদয়কে অবগত করা হবে এবং সে মোতাবেক সম্ভাব্য ব্যবস্থা গ্রহণের ব্যাপারে উদ্যোগ গ্রহণ করা হবে। এছাড়া সমাজ সেবা অধিদপ্তরের সেবা সমূহ পাওয়ার ক্ষেত্রে যদি কেউ সমস্যার সম্মুখীন হয় তাহলে অধিদপ্তরের সংশ্লিষ্ট সহকারি পরিচালক মহোদয়কে সরাসরি ফোন করে জানানোর জন্য বলা হয়।

সংলাপে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন জনাব মোঃ নাজিমুল হায়দার, অতিরিক্ত জেলা প্রশাসক (সাধারণ) নোয়াখালী। প্রধান অতিথির বক্তব্যে মোঃ নাজিমুল হায়দার বলেন-আমি স্বীকার করছি আমাদের সমাজে এখনও নানা ধরনের অসংগতি রয়েছে। আমরা নিয়মিতভাবে মোবাইল কোর্টের-এর মাধ্যমে অভিযান পরিচালনা করছি । তারপরও তফসিল অফিসের হয়রানি এবং সেবা পেতে অতিরিক্ত অর্থ প্রদানের যে বিষয়গুলো এখানে আপনারা উল্লেখ বললেন সে বিষয়ও আমার পক্ষ থেকে যথাযথ পদক্ষপ গ্রহণের সুপারিশ করা হবে।

এছাড়া বিভিন্ন স্পটে মাদক গ্রহণ এবং কেনা-বেচা সংক্রান্ত বিষয়গুলো ইতোমধ্যে উপজেলা আইন-শৃংখলা কমিটিতে আলোচনা হয়েছে। বিষয়টি নিয়ে আমাদের অভিযোগ আমি নোট করে নিয়ে যাচ্ছি এবং আগামী সভায় বিষয়টি অত্যন্ত গুরুত্বের সাথে উপস্থাপন করা হবে।

পাশাপাশি পর্যটন এলাকায় ও গণ পরিবহনে নারীদের যৌন হয়রানি প্রতিরোধ এবং তাৎক্ষনিক সমাধান পাওয়ার জন্য তিনি ৯৯৯ এ ফোন দেওয়ার পরমর্শ দেন। তিনি আরো বলেন- আপনারা নিয়মিত জাতীয় তথ্য বাতায়ন গিয়ে নোয়াখালী জেলা প্রশাসকের পোর্টাল থেকে সরকারি বিভিন্ন অধিদপ্তরের সেবা সম্পর্কে তথ্য পেতে পারবেন। নোয়াখালী জেলা প্রশাসকের পোর্টাল কেননা ৯০ ভাগ আপটেড এবং ১০০ ভাগ ওথেনটিক । জেলা প্রশাসকের কার্যলয় থেকে কি কি সুবিধা পাওয়া যায় তার পাশাপাশি সংশ্লিষ্ট আইন গুলোও পোর্টালে দেওয়া থাকে এছাড়া জেলা প্রশাসকের পোর্টালের সাথে অন্যান্য গুরুত্বপূর্ণ অধিদপ্তরের লিংক দেয়া থাকে।

জেলার অবকাঠামোগত উন্নয়ন পরিকল্পনা সম্পর্কে অংশগ্রহণকারীদের প্রশ্নের জবাবে জনাব মোঃ নাজিমুল হায়দার বলেন- নোয়াখালী ফোর লেন-এর অগ্রগতি সম্পর্কে মাসিক সমন্বয় সভায় অলোচনায় সিদ্ধান্ত নেওয়া হয়েছে অতি শীঘ্রই ডিভাইডার নির্মান শুরু হবে ও স্কুল, হাসপাতালগুলোকে বিবেচনায় রেখে কিভাবে ইউ-টান গুলোর অবস্থান নির্ধারন করা হবে এবং কিভাবে ইউ টার্নগুলো কার্যকর ভাবে ব্যবহার করা যায় তার পরিকল্পনা গ্রহণ করা হয়েছে।

জেলা প্রশাসকের কার্যলয় এ বিষয়ে যথেষ্ট সক্রিয় আছে । পাশাপাশি সংশ্লিষ্ট অধিদপ্তর গুলোকেও এ বিষয়ে তাগাদা প্রদান করা হবে। জনাব মাহবুবা মোনা, শিক্ষক, হরি নারায়ণপুর গার্লস গভর্নমেন্ট প্রাইমারি স্কুল, মাইজদি, নোয়াখালী-এর সঞ্চালনায় সংলাপে প্যানেল আলোচক হিসেবে ছিলেন- জনাব ডাঃ মোঃ সোহরাব হোসেন, মেডিকেল অফিসার, সিভিল সার্জনের কার্যালয়, নোয়াখালী, জনাব মোঃ বেলাল হোসেন, সহকারি পরিচালক, সমাজ সেবা অধিদপ্তর, নোয়াখালী এবং জনাব নুরুল আলম মাসুদ, নির্বাহী প্রধান, প্রাণ, নোয়াখালী।

আশা করা হচ্ছে উক্ত সংলাপটি সুশাসন প্রতিষ্ঠায় সংশ্লিষ্ট সরকারী, বেসরকারী, স্বেচ্ছাসেবী ও ব্যক্তিগত সেবাদানকারী প্রভৃতি সকলের সক্রিয় ভূমিকা জোরালকরণ, স্থানীয় পর্যায়ে সংশ্লিষ্ট প্রতিষ্ঠানসমূহ স্ব-প্রণোদিত হয়ে তথ্য ও সেবা প্রদানে এবং তথ্য প্রদানকারী এবং তথ্যগ্রহণকারী উভয় পক্ষের মধ্যে একটি যোগসূত্র তৈরিতে সহায়ক ভূমিকা পালন করবে।

আশা করা হচ্ছে উক্ত সংলাপটি সুশাসন প্রতিষ্ঠায় সংশ্লিষ্ট সরকারী, বেসরকারী, স্বেচ্ছাসেবী ও ব্যক্তিগত সেবাদানকারী প্রভৃতি সকলের সক্রিয় ভূমিকা জোরালকরণ, স্থানীয় পর্যায়ে সংশ্লিষ্ট প্রতিষ্ঠানসমূহ স্ব-প্রণোদিত হয়ে তথ্য ও সেবা প্রদানে এবং তথ্য প্রদানকারী এবং তথ্যগ্রহণকারী উভয় পক্ষের মধ্যে একটি যোগসূত্র তৈরিতে সহায়ক ভূমিকা পালন করবে।

উল্লেখ্য বিএনএনআরসি একটি গণমাধ্যম উন্নয়ন বিষয়ক সংস্থা যা ২০০০ সালে আত্মপ্রকাশ করে এবং গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের মাননীয় প্রধানমন্ত্রীর কার্যালয়ের অধীন এনজিও বিষয়ক ব্যুরো থেকে নিবন্ধিত। এটি জাতিসংঘের ইকোনোমিক এন্ড সোশ্যাল কাউন্সিল এর বিশেষ পরামর্শক মর্যাদা প্রাপ্ত সংস্থা এবং সংস্থাটি তথ্য সমাজ বিনির্মাণে অবদানের জন্য ওয়ার্ল্ড সামিট অন ইনফরমেশন সোসাইটি (টঘ ডঝওঝ) জাতিসংঘের পুরস্কার-২০১৬ এর বিজয়ী এবং ২০১৭ এবং ২০১৯, ২০২০, ২০২১ এবং ২০২৩- এর চ্যাম্পিয়ন ।

বিএনএনআরসি নলেজ-ড্রাইভেন মিডিয়া ডেভেলপমেন্ট-এর ভূমিকায় দেশীয় আঞ্চলিক, ও আন্তর্জাতিক পরিম-লে কাজ করে থাকে। বিএনএনআরসির কর্মপ্রচেষ্টা হলো গ্রামীণ জনপদে বসবাসরত জনগোষ্ঠীর তথ্য অধিকার, সুশাসন এবং মানবাধিকার নিশ্চিত করার লক্ষ্যে বাংলাদেশে গণমাধ্যমের দ্রুত পরিবর্তনশীল বাস্তবতার চ্যালেঞ্জ এবং সুযোগ-সুবিধাসমূহ বিবেচনায় রেখে জ্ঞানভিত্তিক ও চলমান ইস্যু বিবেচনায় রেখে গণমাধ্যমের উন্নয়ন।

Social Dialogue on Good Governance Practices and the Right to Information Act 2009 was held in Noakhali

The implementation of the Good Governance Practices and Rights Act-2009 aims to accelerate the process of empowerment of rural communities through wide and active participation and access to information and to increase coordination and accountability in the activities of public and private institutions today, 12 July 2023 in Noakhali. The Social dialogue was organized by Bangladesh NGOs Network for Radio and Communication (BNNRC), Friedrich Neumann Foundation for Freedom Bangladesh (FNF Bangladesh), local government representatives, public and private officials, teachers, lawyers, representatives of civil society organizations, representatives of cultural organizations, NGOs participated in this dialogue. A total of 35 people including representatives and media workers participated.

At the beginning of the program Mr. Hiren Pandit, coordinator of BNNRC, greeted everyone and discussed the objectives and goals of the dialogue. At this time, Mr. Omar Mostafiz, program manager of FNF Bangladesh, presented the perspective and activities of the organization. At this stage of the dialogue Mr. Faizul Islam Jahan, District Representative, BanglaNews24.com, Noakhali presented the main article/keynote titled Health, Land and Social Services: Current Status, Challenges and Way Forward. In the article, Mr. Faizul Islam briefly mentioned the history, tradition and geo-regional location of Noakhali district, highlighting the current status, progress and existing problems and challenges of the services provided by various government departments of the district, especially health services and land management.

Later Professor Kazi Md. Under the chair of the program of Rafiq Ullah, former Principal of Noakhali Government University College, the participants discussed with the guests and panel discussants the services of various public and private institutions in the district, especially the process of obtaining health and medical services and drugs at the local level, sexual harassment of women in tourist areas and public transport, infrastructural facilities. He asked various questions about the mismanagement and wanted to know about the solution by noting the various problems and challenges existing in the service delivery. Later, the panelists answered and explained these questions in turn. In response to the various questions of the participants, the panelists said that our common people are subjected to many types of harassment and they have to pay extra money for not knowing about the service from which institution and the process of getting that service. Therefore, the service recipients should see the list of services provided by the concerned department or institution, as well as the citizen charter or citizen charter. Apart from this, the relevant panel negotiator who was present termed the lack of health services in the government hospital as a major problem and said that your complaints will be brought to the attention of the Noakhali Civil Surgeon and action will be taken accordingly. Besides, if anyone faces any problem in getting the services of the Department of Social Services, then they are asked to directly call the concerned Assistant Director of the Department.

Mr. Md Nazimul Haider, Additional Deputy Commissioner (General) Noakhali was present as the chief guest in the dialogue. In the speech of the chief guest, Md. Nazimul Haider said – I admit that there are still many types of inconsistencies in our society. We are regularly conducting operations through mobile courts. Still the matters mentioned by you about harassment of Schedule Office and paying extra for services will also be recommended by me to take appropriate action. Apart from this, the issues related to buying and selling drugs in different spots have already been discussed in the upazila law and order committee. I am taking note of our grievances on the matter and the matter will be taken up very seriously in the next meeting.

He also advised to call 999 to prevent sexual harassment of women in tourist areas and public transport and get immediate solutions. He also said – You can regularly visit the National Information Center and get information about the services of various government departments from the Noakhali District Commissioner's portal. Noakhali District Commissioner's portal because 90% updated and 100% authentic. Apart from the benefits available from the District Commissioner&;s office, the related laws are also given on the portal, and the links of other important departments are given with the Deputy Commissioner's portal. In response to the questions of the participants about the infrastructural development plan of the district, Mr. Md. Nazimul Haider said – In the monthly coordination meeting about the progress of Noakhali Four Lane, it was decided that the construction of the divider will start soon and how the location of the U-tuns will be determined keeping in mind the schools, hospitals and Plans have been made on how to use U-turns effectively. . Mr. Mahbooba Mona, Teacher, Hari Narayanpur Girls Government Primary School, Maijdi, Noakhali was the panel discussant in the dialogue moderated by – Mr. Dr. Md. Sohrab Hossain, Medical Officer, Civil Surgeon;s Office, Noakhali, Mr. Md. Belal Hossain, Assistant Director, Social Services Directorate, Noakhali and Mr. Nurul Alam Masud, Chief Executive, PRAN, Noakhali. It is hoped that the dialogue will help to strengthen the active role of all concerned government, private, voluntary and private service providers etc. in establishing good governance, self-motivated organizations at the local level to provide information and services and create a link between the parties providing information and receiving information.
